75.01 DEFINITION.
Multi-use recreational trails means a way or place, the use of which is controlled by the City, designated as a multi-use recreational trail by the City. No multi-use recreational trail shall be considered as a street or highway.
75.02 PERMITTED USES.
Except as otherwise provided, the following uses are permitted on multi-use recreational trails:
   1.   Persons walking, jogging or running.
   2.   Persons utilizing or operating a non-motorized device, such as a bicycle, skateboard, inline skates or wheelchair.
   3.   Persons with mobility disabilities using manually operated or power-driven wheelchairs and manually powered mobility aids for the purpose of locomotion.
   4.   Persons with mobility disabilities using “other power-driven mobility devices,” as defined in 28 CFR 35, for the purpose of locomotion.
   5.   Persons engaging in permitted uses will arrange themselves in single file lines, where practicable, and in any event shall not exceed two abreast in width on the trail, and shall not stop or stand on the hard surface of the trail, or otherwise disrupt the orderly flow of traffic on the trail.
   6.   Official emergency vehicles, authorized maintenance vehicles as necessary to perform the duties of the operator and vehicles authorized by City Council.
75.03 USES NOT PERMITTED.
Except as otherwise provided, the following uses are not permitted on multi-use recreational trails:
   1.   Motorized vehicles except those allowed in Section 75.02(6).
   2.   Equestrian uses.
   3.   Skateboards are not permitted on the portions of trails that utilize an existing road, street or highway.
