Effective November 13, 1997, pursuant to a 28E Agreement between the City of Riverdale, Iowa, and Scott County, Iowa, the Scott County Sheriff’s office will provide law enforcement to the City, including federal, State, County, and City laws and codes. Under this Agreement:

1. Law enforcement and policy, regulations, and other matters pertaining to the Sheriff’s office are to be determined solely by the Scott County Sheriff.
2. Law enforcement services shall be provided to the citizens of the City twenty-four (24) hours a day in such a manner as to create maximum possible law enforcement to all citizens of the County. The time, place, and manner in which these services are implemented shall be at the sole discretion of the Sheriff’s office.
3. The Sheriff and the Sheriff’s officers or agents shall have jurisdiction in the City to enforce municipal ordinances as necessary in addition to any other jurisdictional authority already granted and shall have the power to act as peace officers under this Code of Ordinances.
4. Termination of this Agreement can be made by certified mail by either party with three (3) months’ written notice given prior to termination.
5. The City shall make available to the Sheriff its administrative and communication facilities for use upon request by the Sheriff for emergency purposes.
6. A copy of the 28E Agreement shall be filed with the Secretary of State and recorded with the County Recorder. The City seal shall be affixed to the contract.
