The Council shall appoint by majority vote a City Clerk to serve at the discretion of the Council. The Clerk shall receive such compensation as established by resolution of the Council. When the City Administrator position in Chapter 22 is a full-time appointment, the Clerk position may be combined with the Administrator position and compensation set by the City Council for the Administrator will include compensation for the Clerk duties as well.

Within fifteen (15) days following a regular or special Council meeting, the Clerk shall cause the minutes of the proceedings thereof to be published. Such publication shall include a list of all claims allowed, the gross amount of the claims, along with a summary of all receipts monthly.
