(A) The Commission or its designee is hereby authorized with the consent and assistance of the State Department of Highways, if required or if available, to designate by proper signs or markings, by paint or some other method, traffic lanes over and along Main Street and certain intersecting side streets as may be deemed proper by the Commission or its designee.
(B) Provided, where feasible, separate lanes:
(1) For traffic turning right;
(2) Through traffic; and
(3) Traffic turning left; at intersections, and to procure and install, or cause to be procured and installed, by and with the consent and assistance of the State Department of Highways, if available, all necessary single or multiple traffic control lights or signals at all critical street intersections, same to be installed, arranged and timed in such manner as to expedite the orderly flow of traffic through the city, and that said acts of the Commission or its designee in the premises shall be deemed the official acts of the Commission, and any person or persons operating any motor vehicle in any manner other than in accordance with and in obedience to the traffic lane markings or traffic control signals installed on said streets under the supervision of the Commission or its designee, or said State Department of Highways shall suffer the penalties provided in this code.

(A) The Commission shall have authority to declare any street or part thereof a play street and to place appropriate signs or devices in the roadway indicating and helping to protect the same.
(B) Whenever authorized signs are erected indicating any street or part thereof as a play street, no person shall drive a vehicle upon any such street or portion thereof except drivers of vehicles having business or whose residences are within such closed area, and then any said driver shall exercise the greatest care in driving upon any such street or portion thereof.
(C) The Commission is hereby authorized:
(1) To cause to be designated and maintained, by appropriate devices, marks or lines upon the surface of the roadway, crosswalks at intersections where in his opinion there is particular danger to pedestrians crossing the roadway, and at such other places as he may deem necessary.
(2) To establish safety zones of such kind and character and at such places as he may deem necessary for the protection of pedestrians.
(D) The Commission is hereby authorized to direct the marking of traffic lanes upon the roadway of any street or highway where a regular alignment of traffic is necessary.

(A) Those streets and parts of streets described in Schedule II on file in the offices of the City Clerk and hereby adopted by reference are hereby declared to be through streets for the purpose of this section.
(B) Whenever any ordinance of this city designates and describes a through street, it shall be the duty of the Commission to cause a stop sign to be placed and maintained, or on the basis of an engineering and traffic investigation at any intersection, a yield sign, on each and every street intersecting such through street unless traffic at any such intersection is controlled at all times by traffic-control signals; provided, however, that at the intersection of two such through streets or at the intersection of a through street and a heavy traffic street not so designated, stop signs shall be erected at the approaches of either of said streets as may be determined by the Commission upon the basis of an engineering and traffic study.
(C) The Commission is hereby authorized to determine and designate intersections where particular hazard exists upon other than through streets and to determine:
(1) Whether vehicles shall stop at one or more entrances to any such intersection, in which event they shall cause to be erected a stop sign at every such place where a stop is required; or
(2) Whether vehicles shall yield the right of way to vehicles on a different street at such intersection, in which event they shall cause to be erected a yield sign at every place where obedience thereto is required.

It shall be unlawful for any person to disfigure, injure or damage any parking or traffic regulation signs placed on the streets in the city.

(A) It shall be unlawful for any person to ride, drive or propel a bicycle, wheelbarrow, or other vehicle on any sidewalk within the city, or coast on a sled on any sidewalk in said city, or skate on roller skates on any sidewalk in said city.
(B) It shall be unlawful for any person to ride a bicycle through any of the streets or alleys of said city in the daytime without having attached a bell to same which must be reasonably used to give warning of their approach. All persons riding bicycles within the city limits in the nighttime shall have attached to same a bell and light, lantern or lamp sufficient to give warning of their approach.
(C) It shall be unlawful for any person to ride, drive or propel a bicycle or similar vehicle within the city, in a fast and reckless manner without due regard for the traffic on said street or alley.

(A) No pedestrian shall cross Lancaster Avenue in the city from its intersection at Barnes Mill Road to its intersection at Crabbe Street at any location other than an intersection controlled by a traffic signal and including a marked pedestrian crosswalk.
(B) When any such intersection is controlled by a traffic signal only, no pedestrian shall initiate the crossing of Lancaster Avenue unless and until the traffic signal facing the pedestrian is green in color. A yellow traffic signal facing the pedestrian indicates that there is insufficient time for a pedestrian to complete a crossing safely and no pedestrian shall initiate a crossing when facing either a yellow or a red traffic signal.
(C) When any such intersection is controlled by a traffic signal and by a pedestrian crossing signal, no pedestrian shall initiate the crossing of Lancaster Avenue unless and until the pedestrian crossing signal facing the pedestrian is white in color. A pedestrian crossing signal facing the pedestrian which is orange in color and blinking indicates that there is insufficient time for a pedestrian to complete a crossing safely and no pedestrian shall initiate a crossing when facing either a blinking orange or a steady orange pedestrian crossing signal.
