919.01 PURPOSE.
   This chapter establishes minimum standards and responsibilities for the planting, pruning and removal of trees that are within or adjacent to public rights-of-way. The purpose of this chapter is to maintain the beauty of public trees, as well as protect persons, property and public improvements from damage.

919.02     PLANTING OF TREES AND SHRUBS REGULATED.
   No person, group of persons, firm or corporation shall plant or cause to be planted any tree or shrub in or upon the streets, alleys, rights-of-way or any other public lands owned by the City except in accordance with a planting plan placed on file with and approved by the Director of Public Service and in accordance with the provisions of Section 1180.08 of the Zoning Code.
