(a) "Dangerous tree" means any tree on any lot or parcel of land situated within the City adjacent to any street, roadway, avenue, waterway, utility or public ground:
(1) Which is dead or diseased;
(2) Which obstructs the free passage of light from public street lights to the streets, roadways, alleys, sidewalks or public grounds;
(3) Which, due to its growth pattern or foliage, obstructs visibility relative to pedestrian or vehicular traffic; or
(4) Which, due to its fallen condition, blocks the normal flow in any creek or waterway.
