Upon the performance of the labor under the provisions of Section 919.05, the Director shall report the cost thereof to the owner or person having charge or management of each lot or parcel of land, who shall have fourteen (14) days in which to pay the City for such labor plus the costs of investigation, handling of the complaint, service and notification. Cost assessments shall be based on the following: labor and material for trimming, removal or cutting; mailing fees; administrative duties of the Director and City staff, with costs being adjusted to current wages.
