   The rules and regulations for electric service set forth hereinafter and the qualifications thereto by certain rate schedules are supplementary to the “Rules and Regulations for the Government of Electric Utilities” established by the Public Service Commission of West Virginia, effective January 1, 1959, and all amendments thereto and modifications thereof hereafter made by such Commission. Nothing in this article, if in violation of any law or rule made by the Commission, shall be deemed effective, and if any part thereof should be so adjudged, only that particular part shall be ineffective without in any way affecting any other portion thereof.
