§ 929.23 SCHEDULE OF RATES.
   (a)   Phase 1 (effective 45 days after passage).
      (1)   Residential service rate Schedule R.
         A.   Availability. Available to consumers within the entire territory served by the city, subject to the established Rules and Regulations for Electric Service.
         B.   Applicability. Applicable to residential consumers for energy supplied through a single meter.
         C.   Character of service. Single-phase, 60 cycles, at available secondary voltages.
         D.   Monthly rate.

         G.   Discounts. The difference between the gross and net rates above specified shall constitute a discount for prompt payment if the bill is paid in full on or before the twentieth day after that on which the bill is rendered.
         H.   Customer deposits. Deposits shall not exceed two-twelfths of the estimated annual charge to the customer for service.
         I.   Reconnection charge. When service is terminated to a customer for nonpayment of bills, $25 shall be charged for reconnection.
         J.   Returned check charge. A service charge equal to the actual bank fee assessed to the city or a maximum of $25 will be imposed upon any customer whose check for payment of charges is returned by their bank due to insufficient funds.
         K.   Metering for multiple residences. Where two or more residences located on one premises are supplied through a single meter, each shall be classified as a single residence. Residences which have been converted into two or more separate living quarters will be supplied with service through separate meters; provided, however, that in instances where this is impracticable such residence may be supplied with service through a single meter and the contracting party will be billed under this Schedule, with the above stated facilities charge and kilowatt-hour billing blocks increased in proportion to the number of living quarters served.
         L.   Term. Not less than one year. Temporary service will be supplied at the net rate for energy upon the advance payment by the consumer of the estimated monthly bill and the estimated cost of installing and removing the connection, including poles, lines, transformers, meters, other necessary equipment and all labor and expense incurred, less the salvage value of all materials to be recovered.
      (2)   General service rate Schedule GS.
         A.   Availability. Available to consumers for single-phase service within the entire territory served by the city. Multi-phase service is available to consumers located in the service area adjacent to or near the city’s multi-phase lines. All service provided hereunder is subject to the city’s established Rules and Regulations for Electric Service.
         B.   Applicability.
            1.   Applicable to consumers at a single location for commercial lighting, general heating and power purposes when all service is combined for billing under this Schedule, except that loads of character necessitating special transformer provisions or service required by law to be delivered through a separate circuit will be billed separately under this Schedule.
            2.   Standby or auxiliary service is available under this Schedule subject to the provisions stated herein and the city’s established Rules and Regulations for Electric Service.
         C.   Character of service. Single-phase, or multi-phase where available, 60 cycles, at available secondary voltages.
         D.   Monthly rate.

         E.   Minimum monthly bill. The minimum monthly bill for service shall be the higher of the following:
            1.   $10.17 net ($11.30 gross) per meter, plus $2.75 net ($3.06 gross) per kilowatt of maximum billing demand, such demand not being less than 50% of the kilowatt capacity necessary to serve the consumer; or
            2.   The minimum monthly charge specified in the contract for service.
         F.   Power cost adjustment. The above charges have been designed to recover a base power cost of $0.0752 per kWh sold. To the extent actual wholesale power cost varies from the base power cost, the city may apply a PCA factor as described in Schedule PCA to correct the over or under collection of wholesale power costs through the base rates.
         G.   Determination of billing demand. When a consumer’s estimated monthly load is in excess of 30 kilowatts, the city may install a demand meter suitable for measuring the maximum demand. The billing demand shall be the maximum kilowatt demand established by the consumer for any period of 15 consecutive minutes during the month for which the bill is rendered, provided however, that the billing demand shall not be less than 65% of the highest metered demand established during the preceding 11 months.
         H.   Discounts.
            1.   The difference between the gross and net rates above specified shall constitute a discount for prompt payment if the bill is paid in full on or before the twentieth day after that on which the bill is rendered.
            2.   a.   When service is furnished at primary distribution system voltage and the consumer owns and maintains the transformer installation, the following discount will be allowed on the monthly bill, but in no case will the amount of the minimum bill be reduced.
               b.   All kilowatts of demand - $0.16 net per kilowatt.
         I.   Customer deposits. Deposits shall not exceed two-twelfths of the estimated annual charge to the customer for service.
         J.   Reconnection charge. When service is terminated to a customer for nonpayment of bills, $25 shall be charged for reconnection.
         K.   Returned check charge. A service charge equal to the actual bank fee assessed to the city or a maximum of $25 will be imposed upon any customer whose check for payment of charges is returned by their bank due to insufficient funds.
         L.   Term. Not less than one year. Temporary service will be supplied at the net rate for the first energy block only and upon the advance payment by the consumer of the estimated monthly bill and the estimated cost of installing and removing the connection, including poles, lines, transformers, meters, other necessary equipment and all labor and expense incurred, less the salvage value of all materials to be recovered.
      (3)   Large power service rate Schedule LP.
         A.   Availability. Available to consumers for single-phase service within the entire territory served by the city. Multi-phase service is available to consumers located in the service area adjacent to or near the city’s multi-phase lines. All service provided hereunder is subject to the city’s established Rules and Regulations for Electric Service.
         B.   Applicability. Applicable to consumers whose monthly load requirements are in excess of 150 kilowatts.
         C.   Character of service. Single-phase, or multi-phase where available, 60 cycles, at available primary distribution voltages. The delivery point shall be the point of attachment of the city’s primary line to the consumer’s transformer structure unless otherwise specified in the contract for service. All wiring, pole lines and other electric equipment on the load side of the delivery point shall be owned and maintained by the consumer.
         D.   Monthly rate.

         L.   Term. Not less than one year.       (4)   Economic development rate Schedule ED.
         A.   Availability. Available to industrial consumers within the entire territory served by the city, subject to the city’s established Rules and Regulations for Electric Service.
         B.   Applicability. Applicable to new consumers with a minimum load of 200 kW or to existing consumers that increase existing load as of January 1, 1999 by 200 kW or more and to city departments providing infrastructure necessary to support economic development.
         C.   Character of service. Single-phase, or multi-phase where available, at the city’s standard available voltages delivered through one meter.
         D.   Monthly rate.

         E.   Fuel adjustment provision. Each month the charges calculated in accordance with the above rate will be increased or decreased by an amount equal to the wholesale fuel adjustment per kWh billed the city by the city’s wholesale supplier divided by 0.97. If information of the wholesale fuel cost is not available in time for billing each month, the city may charge an estimated amount to be corrected in the next billing period.
         F.   Minimum monthly bill. The minimum monthly bill for service shall be the higher of the following:
            1.   $500; or
            2.   The minimum monthly charge specified in the contract for service.
         G.   Power cost adjustment. The above charges have been designed to recover a base power cost of $0.0752 per kWh sold. To the extent actual wholesale power cost varies from the base power cost, the city may apply a PCA factor as described in Schedule PCA to correct the over or under collection of wholesale power costs through the base rates.
         H.   Delayed payment penalty. The above rates are net, the gross rates being approximately 2% higher. In the event the bill is not paid in full on or before the twentieth day after that on which the bill is rendered, the gross rates shall apply.
         I.   Customer deposits. Deposits shall not exceed two-twelfths of the estimated annual charge to the customer for service.
         J.   Reconnection charge. When service is terminated to a customer for nonpayment of bills, $25 shall be charged for reconnection.

         L.   Term. Service on this Schedule is not available for less than one year. Temporary service is available at the city’s applicable rate.
      (5)   Outdoor lighting service rate Schedule SL.
         A.   Availability. Available to consumers within the entire territory served by the city, subject to the established Rules and Regulations for Electric Service.
         B.   Applicability. Applicable to outdoor lighting by ballast operated vapor lamp fixtures attached to poles conforming to the city’s specification. Service will be rendered only at locations that, solely in the opinion of the city, are readily accessible for maintenance. Also applicable for street lighting service by means of mercury vapor lamps.
         C.   Character of service. 175 watt, high pressure sodium lamps.
         D.   Monthly rate. Outdoor lighting monthly service charge per lamp is $11.60.
         E.   Power cost adjustment. The above charges have been designed to recover a base power cost of $0.0752 per kWh sold. To the extent actual wholesale power cost varies from the base power cost, the city may apply a PCA factor as described in Schedule PCA to correct the over or under collection of wholesale power costs through the base rates.
         F.   Additional facilities charge. The above rate is based upon service provided on an existing pole. If the consumer requires the city to install additional facilities in order to provide service exclusively for outdoor lighting, then the consumer will be required to make a nonrefundable contribution in aide of construction for such additional facilities in an amount not to exceed the cost incurred by the city to add the facilities.
         G.   Hours of lighting. All lamps burn from approximately one-half hour after sunset until approximately one-half hour before sunrise, burning approximately 4,000 hours per annum. Based upon the hours of lighting and the total wattage of lamp and ballast, it is estimated that each light consumes approximately 65 kilowatt-hours per month.
         H.   Metering for multiple residences. Where two or more residences located on one premises are supplied through a single meter, each shall be classified as a single residence. Residences which have been converted into two or more separate living quarters will be supplied with service through separate meters; provided, however, that in instances where this is impracticable such residence may be supplied with service through a single meter and the contracting party will be billed under this Schedule, with the above stated facilities charge and kilowatt-hour billing blocks increased in proportion to the number of living quarters served.
         I.   Ownership of facilities. All facilities necessary for service, including fixtures, controls, poles, transformers, secondaries, lamps, and other appurtenances shall be owned and maintained by the city. All service and necessary maintenance will be performed only during the regularly scheduled working hours of the city’s Electric Department. The Electric Department will replace burned-out lamps and otherwise maintain the fixtures as soon as practicable following notification by the consumer of such necessity.
         J.   Term. Not less than one year.
      (6)   Net metering service Schedule NMS.
         A.   Availability of service. Available to residential and general service customers who own and operate an eligible electric generating facility designed to operate in parallel with the city system. Customers served under this tariff must also take service from the city under the applicable standard service tariff. The total rated generating capacity of all customers served under this tariff shall be limited to 3% of the city single hour peak load during the previous year, of which 0.5% is reserved for residential customer-generators.
         B.   Conditions of service.
            1.   For the purposes of this tariff, an eligible customer-generator must meet the definition of “customer-generator” as set forth in the Commission Rules Governing Electric Utility Net Metering Arrangements and Interconnections, 150 C.S.R. 33 (“Net Metering Rules”).
            2.   A customer-generator seeking to interconnect an eligible electric generating facility to the city system must submit to designated city personnel a completed interconnection application, and a one-line diagram showing the configuration of the proposed net metering facility. The city will provide copies of all applicable forms upon request.
            3.   An interconnection agreement between the city and the customer-generator must be executed before the customer-generator facility may be interconnected with the city system.
            4.   All generator equipment and installations must comply with the city’s technical requirements. All generator equipment shall be installed in accordance with the manufacturer specifications as well as all applicable provisions of the National Electrical Code and state and local codes.
            5.   All generator equipment and installations shall comply with all applicable safety, performance and power quality standards, established by the National Electrical Code, the Institute of Electrical and Electronic Engineers and accredited testing laboratories.
            6.   The customer-generator shall provide the city proof of qualified installation of the customer-generated facility. Certification by a licensed electrician shall constitute acceptable proof.
            7.   The customer-generator shall install, operate and maintain the customer-generator facility in accordance with the manufacturer’s suggested practices for safe, efficient and reliable operation in parallel with the city system.
            8.   The city may, at its own discretion, isolate any customer-generator facility if the city has reason to believe that continued interconnection with the electric generating facility creates or contributes to a system of emergency.
            9.   The city may perform reasonable on-site inspections to verify the proper installation and continuing safe operation of the customer-generator facility and the interconnection facilities, at reasonable times and upon reasonable advance notice to the customer-generator.
            10.   A customer-generator shall maintain general liability insurance providing the following coverage:
               a.   A customer-generator with a customer-generator facility with a nameplate capacity of up to 50kW shall maintain general liability insurance in the amount of $100,000;
               b.   A customer-generator with a nameplate capacity of greater than 50kW and up to 500 kW shall maintain general liability insurance in the amount of $500,000; and
               c.   A customer-generator with a customer-generator facility with a nameplate capacity of greater than 500 kW shall maintain general liability coverage in the amount of $1,000,000. The customer-generator must submit evidence of such insurance to the city with the interconnection application. The city’s receipt of evidence of liability insurance does not imply an endorsement of the terms and conditions of the coverage.
            11.   An eligible customer-generator facility is transferable to other persons or service locations only upon written notification by the customer-generator to the city and verification by a licensed electrician that the facility is in compliance with all applicable safety and power quality standards. All other conditions of service apply.
         C.   Metering.
            1.   Net energy metering shall be accomplished by: using a standard meter capable of measuring the flow of electricity in two directions; or two separate meters. If offered to other customers in the same class as the customer-generator, net energy flows may also be measured by time-of-day at the customer-generator’s option by: using a standard meter capable of measuring the flow of electricity in two directions by time-of-day; or two separate meters capable of measuring flows by time-of-day.
            2.   If the existing electrical meter installed at the customer-generator facility is not capable of measuring the flow of electricity in two directions and by time-of-day as required above, the city shall install new metering equipment for the customer-generator at city expense. Any subsequent metering equipment change necessitated by the customer-generator shall be paid for by the customer-generator.
            3.   If two meters are used to measure energy flows, for each applicable billing period including time-of-day billing periods, the reading of the meter measuring the flow of energy from the customer-generator to the city shall be subtracted from the reading of the meter measuring the flow of energy from the city to the customer-generator to obtain a measurement of net kW hours for billing purposes.
         D.   Monthly charges.
            1.   Generally. Monthly charges shall be calculated using an identical rate structure to the structure that would apply to the customer if it were not a customer-generator.
            2.   Measurement and charges. The measurement of net electrical energy supplied or generated will be calculated as follows.
               a.   The net electrical energy produced or consumed during the billing period shall be measured in accordance with normal metering practices.
               b.   The city shall credit a customer-generator for each kW hour produced by an alternative or renewable energy resource installed on the customer-generator side of the electric meter and delivered to the utility’s electric distribution system through the customer-generator’s electric revenue meter, up to the total amount of electricity delivered by the utility to that customer during the billing period.
               c.   If a customer-generator supplies more electricity to the electric distribution system than the city delivers to the customer-generator in a given billing period, the excess kW hours shall be carried forward and credited against the customer-generator usage in subsequent billing periods at the full retail rate; provided that, if a customer-generator terminates service with the electric utility, the utility is not required to provide compensation to the customer-generator for any outstanding kW hour credits.
               d.   Rate credits shall not be applied to reduce any fixed monthly minimum bill, customer charge, demand charges or other charges not related to energy consumption.
               e.   For customer-generators involved in virtual meter aggregation programs, a credit shall be applied first to the meter through which the customer-generator facility supplies electricity to the distribution system, and then prorated equally to the remaining meters for the customer-generator’s accounts.
         E.   Equipment design requirements.
            1.   Data for all major equipment proposed by the customer to satisfy the technical requirements must be submitted for review and approval by the city with a completed interconnection application. To facilitate review and approval, the city will maintain a list of pre-certified equipment.
            2.   The city list of pre-certified equipment is available upon request and contains pre-certified equipment types, makes, and models of manufactured generating equipment and interconnection system components.
            3.   This listing is based upon equipment certified by recognized national testing laboratories as suitable for interconnection with a distribution system based upon compliance with IEEE 1547.
            4.   The use of equipment that is not pre-certified may delay the city review and approval of the customer’s design. All interconnection equipment must be approved by the city prior to being connected to the city distribution system and before parallel operation is allowed.
            5.   The interconnection system hardware and software design requirements in the technical requirements are intended to assure protection of the city’s distribution system.
      (7)   Power cost adjustment “PCA”.
         A.   Applicability. Applicable to all customers receiving service under Schedule RS, Schedule SCS or Schedule LPS.
         B.   Calculation of monthly factor.
            1.   The schedules subject to this rider recover $0.0752 per kWh sold of purchased power cost. The city will track the monthly cost of purchased power and the total kWh sales to determine the amount of over or under recovery from the base rates. Power cost includes, but not limited to, all charges from the all-requirements contract with American Municipal Power-Ohio and any other charges passed through from the PJM Interconnection.
            2.   The city will review the over/under collection of power costs periodically and, if necessary, bill a power cost adjustment factor, either positive or negative, to retail customer bills to make up for the over or under recovery of power cost. The power cost adjustment and charge applied to kWh sales will be shown as a separate item on the customer bill.
   (b)   Phase 2 (effective November 15, 2020).

         B.   Applicability. Applicable to consumers whose monthly load requirements are in excess of 150 kilowatts.
         C.   Character of service. Single-phase, or multi-phase where available, 60 cycles, at available primary distribution voltages. The delivery point shall be the point of attachment of the city’s primary line to the consumer’s transformer structure unless otherwise specified in the contract for service.          B.   Applicability. Applicable to outdoor lighting by ballast operated vapor lamp fixtures attached to poles conforming to the city’s specification. Service will be rendered only at locations that, solely in the opinion of the city, are readily accessible for maintenance. Also applicable for street lighting service by means of mercury vapor lamps.
         C.   Character of service. 175 watt, high pressure sodium lamps.
         D.   Monthly rate. Outdoor lighting monthly service charge per lamp $11.77.
         E.   Power cost adjustment. The above charges have been designed to recover a base power cost of $0.0752 per kWh sold. To the extent actual wholesale power cost varies from the base power cost, the city may apply a PCA factor as described in Schedule PCA to correct the over or under collection of wholesale power costs through the base rates.
         F.   Additional facilities charge. The above rate is based upon service provided on an existing pole. If the consumer requires the city to install additional facilities in order to provide service exclusively for outdoor lighting, then the consumer will be required to make a nonrefundable contribution in aide of construction for such additional facilities in an amount not to exceed the cost incurred by the city to add the facilities.
         G.   Hours of lighting. All lamps burn from approximately one-half hour after sunset until approximately one-half hour before sunrise, burning approximately 4,000 hours per annum. Based upon the hours of lighting and the total wattage of lamp and ballast, it is estimated that each light consumes approximately 65 kilowatt-hours per month.
         H.   Metering for multiple residences. Where two or more residences located on one premises are supplied through a single meter, each shall be classified as a single residence. Residences which have been converted into two or more separate living quarters will be supplied with service through separate meters; provided, however, that in instances where this is impracticable such residence may be supplied with service through a single meter and the contracting party will be billed under this Schedule, with the above stated facilities charge and kilowatt-hour billing blocks increased in proportion to the number of living quarters served.
         I.   Ownership of facilities. All facilities necessary for service, including fixtures, controls, poles, transformers, secondaries, lamps, and other appurtenances shall be owned and maintained by the city.
            a.   All service and necessary maintenance will be performed only during the regularly scheduled working hours of the city’s Electric Department.
            b.   The Electric Department will replace burned-out lamps and otherwise maintain the fixtures as soon as practicable following notification by the consumer of such necessity.
         J.   Term. Not less than one year.
      (6)   Net metering service Schedule NMS. Remains the same as set forth in Phase 1, subsection (a)(6).
      (7)   Power cost adjustment “PCA”. Remains the same as set forth in Phase 1, subsection (a)(7).
   (c)   Phase 3 (effective November 15, 2021).

         H.   Discounts.
            1.   The difference between the gross and net rates above specified shall constitute a discount for prompt payment if the bill is paid in full on or before the twentieth day after that on which the bill is rendered.
            2.   a.   When service is furnished at primary distribution system voltage and the consumer owns and maintains the transformer installation, the following discount will be allowed on the monthly bill, but in no case will the amount of the minimum bill be reduced.
               b.   All kilowatts of demand - $0.19 net per kilowatt.
         I.   Customer deposits. Deposits shall not exceed two-twelfths of the estimated annual charge to the customer for service.
         J.   Reconnection charge. When service is terminated to a customer for nonpayment of bills, $25 shall be charged for reconnection.
         K.   Returned check charge. A service charge equal to the actual bank fee assessed to the city or a maximum of $25 will be imposed upon any customer whose check for payment of charges is returned by their bank due to insufficient funds.
         L.   Term. Not less than one year. Temporary service will be supplied at the net rate for the first energy block only and upon the advance payment by the consumer of the estimated monthly bill and the estimated cost of installing and removing the connection, including poles, lines, transformers, meters, other necessary equipment and all labor and expense incurred, less the salvage value of all materials to be recovered.
      (3)   Large power service rate Schedule LP.
         A.   Availability. Available to consumers for single-phase service within the entire territory served by the city. Multi-phase service is available to consumers located in the service area adjacent to or near the city’s multi-phase lines. All service provided hereunder is subject to the city’s established Rules and Regulations for Electric Service.
         B.   Applicability. Applicable to consumers whose monthly load requirements are in excess of 150 kilowatts.
         C.   Character of service. Single-phase, or multi-phase where available, 60 cycles, at available primary distribution voltages. The delivery point shall be the point of attachment of the city’s primary line to the consumer’s transformer structure unless otherwise specified in the contract for service. All wiring, pole lines and other electric equipment on the load side of the delivery point shall be owned and maintained by the consumer.
         D.   Monthly rate.

         B.   Applicability. Applicable to new consumers with a minimum load of 200 kW or to existing consumers that increase existing load as of January 1, 1999 by 200 kW or more and to city departments providing infrastructure necessary to support economic development.
         C.   Character of service. Single-phase, or multi-phase where available, at the city’s standard available voltages delivered through one meter.
         D.   Monthly rate.

         E.   Fuel adjustment provision. If information of the wholesale fuel cost is not available in time for billing each month, the city may charge an estimated amount to be corrected in the next billing period.
         F.   Minimum monthly bill. The minimum monthly bill for service shall be the higher of the following:
            1.   $500; or
            2.   The minimum monthly charge specified in the contract for service.
         G.   Power cost adjustment. The above charges have been designed to recover a base power cost of $0.0752 per kWh sold. To the extent actual wholesale power cost varies from the base power cost, the city may apply a PCA factor as described in Schedule PCA to correct the over or under collection of wholesale power costs through the base rates.

         B.   Applicability. Applicable to outdoor lighting by ballast operated vapor lamp fixtures attached to poles conforming to the city’s specification. Service will be rendered only at locations that, solely in the opinion of the city, are readily accessible for maintenance. Also applicable for street lighting service by means of mercury vapor lamps.
         C.   Character of service. 175 watt, high pressure sodium lamps.
         D.   Monthly rate. Outdoor lighting monthly service charge per lamp is $12.13.
         E.   Power cost adjustment. The above charges have been designed to recover a base power cost of $0.0752 per kWh sold. To the extent actual wholesale power cost varies from the base power cost, the city may apply a PCA factor as described in Schedule PCA to correct the over or under collection of wholesale power costs through the base rates.
         F.   Additional facilities charge. The above rate is based upon service provided on an existing pole. If the consumer requires the city to install additional facilities in order to provide service exclusively for outdoor lighting, then the consumer will be required to make a nonrefundable contribution in aide of construction for such additional facilities in an amount not to exceed the cost incurred by the city to add the facilities.
         G.   Hours of lighting. All lamps burn from approximately one-half hour after sunset until approximately one-half hour before sunrise, burning approximately 4,000 hours per annum. Based upon the hours of lighting and the total wattage of lamp and ballast, it is estimated that each light consumes approximately 65 kilowatt-hours per month.
         H.   Metering for multiple residences. Where two or more residences located on one premises are supplied through a single meter, each shall be classified as a single residence. Residences which have been converted into two or more separate living quarters will be supplied with service through separate meters; provided, however, that in instances where this is impracticable such residence may be supplied with service through a single meter and the contracting party will be billed under this Schedule, with the above stated facilities charge and kilowatt-hour billing blocks increased in proportion to the number of living quarters served.
         I.   Ownership of facilities. All facilities necessary for service, including fixtures, controls, poles, transformers, secondaries, lamps, and other appurtenances shall be owned and maintained by the city.
            a.   All service and necessary maintenance will be performed only during the regularly scheduled working hours of the city’s Electric Department.
            b.   The Electric Department will replace burned-out lamps and otherwise maintain the fixtures as soon as practicable following notification by the consumer of such necessity.
         J.   Term. Not less than one year.
      (6)   Net metering service Schedule NMS. Remains the same as set forth in Phase 1, subsection (a)(6).
      (7)   Power cost adjustment “PCA”. Remains the same as set forth in Phase 1, subsection (a)(7).
   (e)   Phase 5 (effective November 15, 2023).
      (1)   Residential service rate Schedule R.
         A.   Availability. Available to consumers within the entire territory served by the city, subject to the established Rules and Regulations for Electric Service.
         B.   Applicability. Applicable to residential consumers for energy supplied through a single meter.
         C.   Character of service. Single-phase, 60 cycles, at available secondary voltages.

Multi-phase service is available to consumers located in the service area adjacent to or near the city’s multi-phase lines. All service provided hereunder is subject to the city’s established Rules and Regulations for Electric Service.
         B.   Applicability.
            1.   Applicable to consumers at a single location for commercial lighting, general heating and power purposes when all service is combined for billing under this Schedule, except that loads of character necessitating special transformer provisions or service required by law to be delivered through a separate circuit will be billed separately under this Schedule.
            2.   Standby or auxiliary service is available under this Schedule subject to the provisions stated herein and the city’s established Rules and Regulations for Electric Service.
         C.   Character of service. Single-phase, or multi-phase where available, 60 cycles, at available secondary voltages.

      (3)   Phase 3 rates (subsection (c) above) effective as of November 15, 2021;
      (4)   Phase 4 rates (subsection (d) above) effective as of November 15, 2022; and
      (5)   Phase 5 rates (subsection (e) above) effective as of November 15, 2023.
