§ 16-312. Lactation Spaces. 31.1
   (1)   Definitions.
      (a)   Lactation Space. A clean space, other than a restroom, that is shielded from view and free from intrusion from others and has at least one electrical outlet. It must also have a surface, such as a table or counter, and a chair, and be located near access to running water.
   (2)   Lactation Spaces.
      (a)   All City departments that are responsible for the management of City property, including but not limited to the Department of Public Property, shall oversee the creation of lactation spaces for city employees, and where feasible, for members of the public.
      (b)   If a city-owned facility does not allow for a permanent, dedicated lactation space, the relevant department leadership are called upon to work to provide a space that can be prioritized as a lactation space during the times when employees need the space and to post proper signage to ensure that it is free from intrusion and shielded from view of others while being used.
      (c)   Any new building constructed by the City shall include lactation spaces in number and location appropriate to the building’s use.
      (d)   Whenever the City renovates a building that it owns or occupies, or any portion of a building that it owns or occupies, lactation spaces in number and location appropriate to the use of the building or portion thereof so renovated shall be established.
      (e)   The Office of the Chief Administrative Officer shall annually file a report with the Chief Clerk of Council, no later than January 31st of each year, listing all new construction or renovation projects undertaken in the previous year, and the number and location of any lactation spaces installed pursuant to this Section.
