(1) Creation of Commission. The Philadelphia Commission on Services to the Aging is hereby created. It shall be composed of an uneven number of members, not less than 11 nor more than 27 in number. 23
(2) Appointment to Members. The members of the Commission shall be appointed by the Mayor. The Mayor should appoint the following persons: 24
(a) The Welfare Commissioner of the City of Philadelphia or his designee;
(b) The Health Commissioner of the City of Philadelphia or his designee;
(c) The Recreation Commissioner of the City of Philadelphia or his designee;
(d) The President of City Council or his designee;
(e) The President of the Philadelphia Board of Education or his designee;
(f) The Chairman of the Philadelphia Housing Authority or his designee;
(g) A representative of the Philadelphia AFL-CIO Council;
(h) The Police Commissioner of the City of Philadelphia Police Department or his or her designee;
(i) The City of Philadelphia District Attorney or his or her designee;
(j) Such other persons as the Mayor shall deem appropriate.
(3) Employees. The Commission shall, subject to the approval of the Mayor, appoint and fix the compensation of an Executive Director and shall also appoint and fix the compensation of such other personnel as may be required for the proper conduct of the work of the Commission. The number and compensation of such personnel shall be subject to the approval of the Mayor; provided that all employees of the Commission except the Executive Director shall be under civil service in accordance with the Philadelphia Home Rule Charter and all pertinent laws, regulations and rules promulgated thereunder.
(4) Powers and Duties. The Commission shall have the following powers and duties:
(a) To coordinate all municipal programs relating to services to the aging;
(b) To advise the Mayor and all pertinent departments, boards and commissions, with respect to proposed programs and projects and all other matters relating to the problems of the aging and private or governmental services which are or will be available for them;
(c) To aid in the development of new programs for services to the aging, in cooperation with federal, state and local government and private agencies and persons.
