§ 21-201. Mayor's Scholarships.
   (1)   The Trustees of the University of Pennsylvania shall establish and maintain forever 75 free scholarships in any of the departments of the University, to be awarded by the Mayor to deserving students of all the schools of Philadelphia. 7
