§ 19-203. Payroll Deductions. 34
   (1)   The Director of Finance shall, as authorized or directed from time to time by the Code, deduct and withhold from the salary or wages of any employee of the City, such sum as the employee may authorize, or as may be directed by the Code and shall pay over such deductions to the designated payee.
   (2)   Authorization for payroll deductions shall be made by employees in writing upon forms prescribed and furnished by the Director of Finance, and authorized deductions shall be made at such time in such manner as the Director of Finance may establish.
      (a)   Authorization for payroll deductions may be revoked in writing by the authorizing employee in such manner as the Director of Finance may establish.
      (b)   Any sum or sums withheld by the Director of Finance and not paid over to the designated payee or beneficiary prior to the effectiveness of the employee's revocation shall be refunded to the employee.
   (3)   The designated payee of such deductions shall have no right to nor interest in any sums so deducted and withheld nor any right to claim the same or any part thereof until the moneys deducted are actually paid over to the designated payee, nor shall the City be liable to any employee for any mistake in the amount deducted and withheld.
   (4)   Payroll deductions may be authorized by City employees for:
      (a)   American Federation of State, County, and Municipal Employees, District Council No. 33 (A.F.L.); 35
      (b)   City Fire Fighters Association, Local 22, I.A.F.F.; 36
      (c)   Philadelphia Civil Service Employees Association, Local 30, C.I.O.; 37
      (d)   Philadelphia Lodge No. 5, Fraternal Order of Police; 38
      (e)   Associated Hospital Service of Philadelphia (Blue Cross and Blue Shield); 39
      (f)   Philadelphia Municipal Employees Welfare Fund Association – Family Hospital Plan;
      (g)   Philadelphia Municipal Employees Welfare Fund Association Welfare Fund;
      (h)   Police Beneficiary Association of Philadelphia;
      (i)   Board of Pensions and Retirement – Municipal Pension Fund;
      (j)   The City of Philadelphia Police Pension Fund Association;
      (k)   The City of Philadelphia Police Pension Fund Association Widow's Pension Fund Account;
      (l)   Firemen's Pension Fund of Philadelphia;
      (m)   Firemen's Supplemental Pension;
      (n)   Philadelphia Fire Department Relief Association;
      (o)   United Fund; 40
      (p)   United States Savings Bonds; 41
      (q)   The Philadelphia Civil Service E. A. Federal Credit Union; 42
      (r)   City Guardian Federal Credit Union; 43
      (s)   APTA – District Council 47, A.F.S.C.M.E., AFL-CIO; 44
      (t)   The Philadelphia Emerald Society; 45
      (u)   The Association of City Management and Professional Employees; 46
      (v)   Public Employees Benefit Services; 47
      (w)   The Pennsylvania Tuition Account Program administered by the Treasurer of the Commonwealth of Pennsylvania; 48
      (x)   Spanish American Law Enforcement Association; 49
      (y)   German American Police Association; 50
      (z)   The Second Alarmers Association of Philadelphia; 51
      (aa)   The administrator of any City-approved program under which City employees may make pre-tax payment of certain qualified transportation expenses as authorized under Section 132 of the Internal Revenue Code; 52
      (bb)   German American Fire Fighters Association. 53
      (cc)   Correctional Peace Officers Foundation. 54
      (dd)   Philadelphia Police and Fire Association for Handicapped Children. 55
      (ee)   Philadelphia Fire Department Historical Corporation (T/A Fireman's Hall Museum). 56
      (ff)   Friends of the Free Library Philadelphia. 57
      (gg)   United Service Organizations of Pennsylvania and Southern New Jersey, Inc. (also known as Liberty USO). 58
      (hh)   The Philadelphia Police and Fire Pipes & Drums. 59
      (ii)   Police and Firemen's Insurance Association. 60
   (5)   Payroll deductions may be authorized by City employees for charitable agencies approved by the Administrative Board, provided: 61
      (a)   The requirements of subsections (1), (2) and (3) above are met;
      (b)   Each employee designates no more than one charitable agency in addition to the United Fund;
      (c)   Each deduction is in excess of forty-nine cents ($0.49).
   The City shall not be required to furnish any report to a charitable agency relating to any deduction or the status of any employee.
   (6)   Payroll deductions may be authorized by City employees, who are members of the Fraternal Order of Police and City Fire Fighters' Local 22, AFL-CIO, for insurance premiums to be paid to the Travelers Insurance Companies for insurance policies issued. 62
   (7)   Payroll deductions may be authorized by City employees, who are members of the Fraternal Order of Police for:
      (a)   The purchase of life insurance. Deductions are to be forwarded to the Fraternal Order of Police to be used for the purchase of said insurance.
      (b)   Insurance premiums to be paid to the Maryland Casualty Insurance Group for insurance policies issued. 63
   (8)   Payroll deductions may be authorized by City employees who are Philadelphia Fire Fighters for membership dues in the Memorial Post 686 of the American Legion. 64
   (9)   Payroll deductions may be authorized by City employees who are represented by District Council 47, AFSCME, as well as any other City employees who elect to purchase voluntary insurance benefits through Benefits Plus Consulting Group, Inc. 65
   (10)   Payroll deductions may be authorized by City employees who are Philadelphia Firefighters for insurance premiums to be paid to the Hartford Insurance Company for insurance policies issued. 66
   (11)   Payroll deductions may be authorized by City employees, who are members of City Fire Fighters' Local 22, AFL-CIO, for insurance premiums to be paid to the Zurich Insurance Group/Maryland Casualty Insurance Group for insurance policies issued. 67
   (12)   Payroll deductions may be authorized by City employees of AFSCME District Council 33, as well as any other City employee who elects to purchase voluntary insurance benefits through AFLAC, John Hancock Life, or both. 68
   (13)   Payroll deductions may be authorized by City employees who elect to purchase long term care and other voluntary insurance benefits through Financial Integrity Resources Management, LLC. 69
   (14)   Payroll deductions may be authorized by City employees, who are bargaining unit members of City Firefighters' Local 22, AFL-CIO, who elect to contribute to the Local 22 Fire Political Action Committee, registered as FIREPAC. 70
   (15)   Payroll deductions may be authorized by City employees who are bargaining unit members of Fraternal Order of Police, Philadelphia Lodge 5 who elect to contribute to the Philadelphia Lodge 5 Political Action Committee, registered as COPPAC. 71
