Section 1 of the Ordinance provided: "The Council of the City of Philadelphia hereby requests that the Pennsylvania Department of General Services ("Department") and other Commonwealth administrative departments authorize the City of Philadelphia to participate in purchase contracts of the Department and other Commonwealth administrative departments pursuant to Section 2403(h) of the Administrative Code of 1929 (Act of July 9, 1971, P.L. 201, No. 31, as amended). The City of Philadelphia agrees that it will be bound by such terms and conditions as the Department and other Commonwealth administrative departments may prescribe, and will be responsible for payment directly to the vendor under each purchase contract." |
