(1) Whenever Council by special ordinance shall authorize or direct the disposal of any City goods, or the grant of any right, privilege or franchise to use City goods or to perform quasi-municipal service functions for the City, the Procurement Department shall, unless otherwise provided, execute documents incorporating the terms and conditions of such disposal or grant, in form and substance satisfactory to the Law Department.
(2) Unless otherwise provided in the Code or by special ordinance, the Procurement Department shall determine the conditions, terms and specifications of all agreements made pursuant to this Section and shall enter into such agreements with the highest or lowest (whichever is appropriate) responsible bidder in competitive bidding similar to that prescribed by Section 8-201 of the Charter for the awarding of concessions.
