§ 15-703. Definitions. 30
   (1)   Reported Criminal Incidents. Any violation of Title 18 of the Pennsylvania Consolidated Statutes and any violations of Act 64 of April 14, 1972, P.L. 233, § 13, as amended (35 P.S. § 780-113), for which any law enforcement official having jurisdiction within Philadelphia County initiates an arrest of an individual or issues a summary citation against an individual.
   (2)   Individual. A natural person.
