§ 13-301. Restrictions on Laying Water Pipe. 6
   (1)   No contract for laying water pipe in any street shall be entered into unless the street has been legally opened.
   (2)   All work shall be done by contractors who the Water Department deems qualified to lay water pipe, on the basis of experience and capacity to perform the job according to specifications within the time required.
