§ 12-2703. Designation of Permit Parking Districts.
   (1)   The Council may by Ordinance designate permit parking districts when it determines that residents of the proposed permit parking district are adversely affected by entry into the area and curbside parking by non-residents in motor vehicles and/or by parking regulations in effect which are designed to control use of curbside parking but work a hardship on area residents, after taking into consideration the following:
      (a)   The difficulty or inability experienced by residents of the proposed permit parking district in obtaining curbside parking reasonably accessible to their residences;
      (b)   The likelihood of alleviating by use of a permit parking system designated pursuant to this Chapter, the problem of lack of available curbside parking for residents of the permit parking district;
      (c)   The desire of the residents of the proposed permit parking district for the institution of a permit parking system and the willingness of those residents to bear the costs incidental to the issuance of parking permits and administration of a permit parking system authorized by this Chapter;
      (d)   The access to the area by means of transportation other than private vehicles;
      (e)   The availability of off-street parking facilities; and
      (f)   The desirability of establishing a permit parking district in view of the proportion of actual residential use to other uses in the proposed permit parking district;
      (g)   The resident parking permit will be valid for one (1) year from the date of issuance.
   (2)   Permit parking districts enumerated.
      (a)   District 1 – Center City: The area bounded by Broad street on the east, the Schuylkill River on the west, Washington avenue on the south, and Market street on the north. 256
      (b)   District 2 – West Philadelphia: The area bounded by the south side of Market street on the north; the Cobbs Creek on the west; the north side of Springfield avenue on the south; the east side of 58th street on the southwest; and the Schuylkill River on the east. 257
      (c)   District 3 – West Philadelphia: The area bounded by the SEPTA Regional Highspeed Line tracks on the east and on the north; City Line avenue on the west; the Cobbs Creek on the southwest; and the north side of Market street on the south. 258
      (d)   District 4 – Washington Square West: The area bounded by Market street on the north, Seventh street on the east, the north side of South street on the south and Broad street on the west. 259
      (e)   District 5 – The area bounded by Market street on the north, The Delaware River on the east, the north side of South street on the south and Seventh street on the west, excluding the area on the south side of Walnut street between the west side of Fourth street and the east side of Sixth street (and any building fronting on such portion of Walnut street). 260
      (f)   District 6 – The area bounded by Broad street on the east, Market street on the south, the Schuylkill River on the west, and on the north as follows: Pennsylvania avenue from its intersection with Twenty-seventh street, eastward to its intersection with Fairmount avenue and eastward on Fairmount avenue to its intersection with Broad street. 261
      (g)   District 7 – The area bounded by the south side of South street on the north, the north side of Washington avenue on the south, the Delaware River on the east and the east side of Sixth street on the west. 262
      (h)   District 8 – The area bounded as follows: Wissahickon avenue on the east, Wissahickon drive on the north, Ridge avenue on the west, and Hunting Park avenue on the south. 263
      (i)   District 9 – North Philadelphia/Norris West: The area bounded by the south side of Lehigh avenue on the north; the east side of Sedgley avenue on the west; the north side of Montgomery avenue on the south; and the west side of Broad street on the east. 264
      (j)   District 10 – Girard avenue, on the north, Delaware River on the east, Market street on the south, east side of Broad street on the west. 265
      (k)   District 11 – The area bounded by the south side of Cheltenham avenue on the north, Broad street on the west, Roosevelt boulevard on the south, and the Southeastern Pennsylvania Transportation Authority High Speed Line tracks to Ninth street and Ninth street to Roosevelt boulevard on the east. 266
      (l)   District 12 – The area bounded by west side of Oxford avenue to Cheltenham avenue, south side of Cheltenham avenue to the Regional High Speed Line, west side of the Regional High Speed Line to the Frankford Creek, Frankford Creek to Castor avenue, east side of Castor avenue to Oxford avenue. 267
      (m)   District 13 – The area bounded by Broad street on the west, Fifth street on the east, Roosevelt boulevard on the north, and the Regional High Speed Line tracks of the Southeastern Pennsylvania Transportation Authority on the south. 268
      (n)   District 14 – The area bounded by Broad street on the east, Hunting Park avenue on the south, Wissahickon avenue on the west, Mt. Pleasant avenue on the northwest and Stenton avenue on the northeast. 269
      (o)   District 15 – The area bounded by the Schuylkill River on the west, the Wissahickon Creek on the south and the east, Germantown avenue on the northeast, and Northwestern avenue on the northwest. 270
      (p)   District ( ) – The two hundred block of North Lawrence street, east side. 271
      (q)   District 16 – The area bounded by Broad street on the east, Lehigh avenue on the south, Thirtieth street on the west, and Hunting Park avenue on the north. 272
      (r)   District 17 – The area bounded by the south side of Montgomery avenue on the north, the north side of Fairmount avenue on the south, the west side of Broad street on the east, and Fairmount Park on the west. 273
      (s)   District 18 – The area bounded by the south side of Cheltenham avenue on the north, the Tacony Creek on the east, the Roosevelt boulevard on the south, and the Southeastern Pennsylvania Transportation Authority High Speed Line tracks to Ninth street and Ninth street to the Roosevelt boulevard on the west. 274
      (t)   District 19 – The area bounded by the north side of Allegheny avenue on the south, the east side of Kensington avenue on the west, the south side of Frankford creek on the north, and Delaware avenue on the east. 275
      (u)   District 20 – The area bounded by the Frankford Creek on the north and east, Kensington avenue on the southeast, Erie avenue on the south, "G" street on the west and Ramona street on the northwest. 276
      (v)   District 21 – The area bounded by Stenton avenue to its intersection with Cresheim Creek, Cresheim Creek to its intersection with Wissahickon Creek, Wissahickon Creek to its intersection with Northwestern avenue and Northwestern avenue to its intersection with Stenton avenue. 277
      (w)   District 22 – The area bounded by the south side of South street on the north, the west side of Sixth street on the east, the east side of Broad street on the west and the north side of Washington avenue on the south. 278
      (x)   District 23 – The area bounded by the south side of Washington avenue on the north, the west side of Sixth street on the east, the east side of Broad street on the west and the north side of Morris street on the south. 279
      (y)   District 24 – The area bounded by the south side of Morris street on the north, the west side of Sixth street on the east, the east side of Broad street on the west and the north side of Oregon avenue on the south. 280
      (z)   District 25 – The area bounded by the east side of 6th street to the south side of Master street to the east side of American street to the south side of Oxford street to the east side of Frankford avenue to the south side of Palmer street to the east side of Memphis street to the north side of Norris street to the east side of Trenton avenue to the north side of Susquehanna avenue to the east side of Martha street to the north side of Dauphin street to the east side of Amber street to the north side of Boston street to the east side of Emerald street to the north side of Hagert street to the east side of Kensington avenue to the south side of Allegheny avenue to the Delaware Expressway to its intersection with the north side of Girard avenue. 281
      (aa)   District 26 – The area bounded by the west side of Broad street on the east, the south side of Washington avenue on the north, the north side of Morris street on the south and the Schuylkill River on the west. 282
      (bb)   District 27 – The area bounded by the north side of Oregon avenue on the south, the south side of Morris street on the north, the west side of Broad street on the east and the Schuylkill River on the west. 283
      (cc)   District 28 – The area bounded by the south side of Oregon avenue on the north, the west side of Broad street on the east, the Schuylkill River to its intersection with Passyunk avenue on the west, and the Delaware River reserve basin on the south. 284
      (dd)   District 29 – The area bounded by the south side of Oregon avenue on the north, the Delaware River on the south and east, and the east side of Broad street on the west. 285
      (ee)   District 30 – The area bounded by the east side of Broad street on the west, the south side of Glenwood avenue on the north, the west side of 6th street on the east, and the north side of Girard avenue on the south. 286
      (ff)   District 31 – The area bounded by the west side of 58th street on the northeast; the south side of Springfield avenue on the north; Cobbs Creek on the west; Darby Creek on the west and south; the north side of Bartram avenue on the south and east; the west side of Essington avenue on the east; the north side of Passyunk avenue to the southeast; and the west side of the Schuylkill River on the northeast. 287
      (gg)   District 32 – The area bounded by the east side of Roosevelt boulevard on the west, the north side of Cheltenham avenue on the south, the Pennypack Creek on the north, and the Delaware River on the east. 288
      (hh)   District 33 – The area bounded by the south side of Washington avenue on the north, the north side of Morris street on the south, the Delaware River on the east, and the east side of 6th street on the west. 289
      (ii)   District 34 – The area bounded by the south side of Morris street on the north, the north side of Oregon avenue on the south, the Delaware River on the east, and the east side of 6th street on the west. 290
      (jj)   District 35 – The area bounded by the east side Roosevelt boulevard on the west, the Pennypack Creek on the south, Grant avenue on the north, and Delaware River on the east. 291
      (kk)   District 36 – The area bounded by Cottman avenue on the northeast, Roosevelt boulevard on the southeast, Tacony Creek on the southwest, and the City boundary on the northwest. 292
      (ll)   District 37 – Strawberry Mansion: The area bounded by the south side of Lehigh avenue on the north, Fairmount Park on the west, the north side of Montgomery avenue on the south; and the west side of Sedgley avenue on the east. 293
      (mm)   District 38 – The area bounded by the east side of 6th street to the south side of Glenwood avenue to the west side of Front street to the west side of Kensington avenue to the south side of Hagert street to the west side of Emerald street to the south side of Boston street to the west side of Amber street to the south side of Dauphin street to the west side of Martha street to the south side of Susquehanna avenue to the west side of Trenton avenue to the south side of Norris street to the west side of Memphis street to the north side of Palmer street to the west side of Frankford avenue to the north side of Oxford street to the west side of American street to the north side of Master street. 293.1
      (nn)   District 39 – The area bounded by the south side of Erie avenue on the north; east side of Front street on the west; northwest side of Kensington avenue. 294
   (3)   Where permit parking districts abut, an overlapping zone shall be created, to extend one block into each of the abutting districts, in which permits from either of the abutting districts shall be valid.
