§ 10-1602. Definitions.
   In this Chapter the following definitions shall apply:
   (1)   Disorderly Conduct. Conduct which causes public inconvenience, annoyance or alarm, or which recklessly creates a risk thereof, where the person engaged in such conduct:
      (a)   engages in fighting or threatening, or in violent or tumultuous behavior;
      (b)   makes unreasonable noise;
      (c)   uses obscene language, or makes an obscene gesture; or
      (d)   creates a hazardous or physically offensive condition by an act which services no legitimate purpose for that person.
   (2)   Public. Affecting or likely to affect persons in public places of assembly.
   (3)   Public Place of Assembly. Any theater, arena, stadium, concert hall or other place of assembly having a total seating capacity, as determined by the Fire Code, of two thousand (2,000) persons or more.
   (4)   Restaurant/Entertainment Districts. Any area of the city where there is a concentration of restaurants, bars, nightclubs, cabarets, etc., as designated by City Council. 343
   (5)   City Permitted Festivals and Parades. Any authorized use of City streets or property for the purpose of conducting a gathering of persons for a particular community event. 344
