§ 9-404. Street Railways.
   (1)   Snow Removal. 654 No street railway company shall operate snow removal equipment so as to throw snow from its tracks onto the sidewalk.
      (a)   The penalty for violation of this Section is a fine of five dollars ($5.00) for each City block in which the offense is committed, together with imprisonment not exceeding 10 days if the fine and costs are not paid within 10 days.

   (1)   Parking. 656
      (a)   Taxis shall park only at taxicab stands designated pursuant to Title 12. The penalty for violation of this subsection shall be that provided in Title 12.
   (2)   Taxicab Stands.
      (a)   The first taxi to park shall move to the front of the area designated as a stand. Each taxi thereafter shall park immediately behind the taxi ahead of it. When a taxi leaves the stand each taxi behind it shall move forward.
      (b)   No taxi parked at the front of the stand area shall refuse to carry any orderly person who desires to hire it.
   (3)   Cruising and Soliciting.
      (a)   No taxi driver shall try to attract passengers by driving on any street at a slower speed than the flow of traffic or in any manner that interferes with the flow of traffic.
      (b)   No taxi driver shall solicit passengers unless he is standing immediately beside his taxi or sitting in the driver's seat.

§ 9-406. Hauling Permits for Oversized and Overweight Vehicles. 657
   (1)   Prohibited Conduct. No person or persons shall move or operate any vehicle over any street, roadway or highway under the jurisdiction of the City of Philadelphia which exceeds the maximum sizes and weights specified in Chapter 49 of the Vehicle Code, 75 Pa. C.S. §§ 4901 et seq., unless a permit is obtained as prescribed by this Section.
   (2)   Permit Requirements. Any person or persons desiring to obtain a permit under this Section shall make a written application in person to the Bridge Division, Department of Streets, setting forth the route to be traversed in moving or operating such vehicle and the reason or reasons why a permit therefor is desired and also stating the size, gross weight, axle spacing and load distribution, character of the load and/or vehicle intended to be so moved or operated, and such other information as may be required.
   (3)   Permit Issuance and Limitations.
      (a)   If, in the judgment of the Bridge Division, Department of Streets, good cause has been shown, and such moving or operating of an oversized or overweight vehicle may be accomplished without blocking traffic and without undue injury of the streets, roadways, highways or structures under the jurisdiction of the City of Philadelphia, a permit shall be issued authorizing the applicant to operate or move the said vehicle in accordance with the application and this Section.
      (b)   Each such permit shall be issued for a single trip and shall designate the route to be traversed and shall contain any restrictions or conditions deemed necessary by the Department of Streets.
      (c)   Each such permit shall be carried in the vehicle to which it applies and shall be open to inspection by any police officer, member of the Pennsylvania State Police, or designated office of the Department of Transportation of the Commonwealth of Pennsylvania.
   (4)   Fees.
      (a)   The charge for such single trip permit shall be a fixed fee of fifteen dollars ($15), plus a tonnage fee of three cents ($0.03) per ton of two thousand pounds, or fraction thereof, or gross weight of vehicle and load for each mile, or fraction thereof, of length of haul on all streets, roadways or highways under the jurisdiction of the City of Philadelphia, from point of origin to point of destination entirely within the City of Philadelphia, or such other amount or amounts as the Department may establish by regulation, including supplementary inspection fees when the activity has been commenced without the permit first having been obtained. 658
