§ 3-208. Tire Cutting. 14
   (1)   No person shall cut, tear or otherwise dismember a rubber tire for any purpose, unless the activity is conducted within a completely enclosed building, such that no Odor, as defined in Section 3-102 of this Chapter, is emitted to the outside air.
