   The Pennsylvania Supreme Court has ruled that recall provisions of municipal home rule charters are unconstitutional. Petition to Recall Reese, 542 Pa. 114, 124, 665 A.2d 1162, 1167 (1995) (citing Citizens Committee to Recall Rizzo v. Board of Elections, 470 Pa. 1, 367 A.2d 232 (1976)).
