§ 2-103. Qualifications of Councilmembers. 5
   A councilmember shall be a citizen of the United States, shall have been a resident of the City for at least one year prior to the councilmember's election, and shall be at least twenty-five years of age when elected to office. For at least one year prior to their election, district councilmembers shall be, and during their terms of office shall remain, residents of the districts from which they were elected. The Council shall be the sole judge of the qualifications of its members.

   Purposes:   This section specifies qualifications of Councilmen. A Councilman must have reached the required age at the time of his election to office rather than when he takes office. The last sentence follows similar provisions in the Federal and State Constitutions.
