§ 9-301.  Poles. 599
   (1)   Prohibited Conduct. No person shall erect or maintain any communication or other electrical transmission pole except as authorized by Right-of-Way Use Authorization pursuant to Chapter 11-700 and in accordance with this Section and Chapter 11-700. 600
   (2)   Permits. No person shall erect or maintain any communications or other electrical transmission pole unless he has obtained a permit from the Department of Licenses and Inspections.
      (a)   No permit shall be issued unless:
         (.1)   The applicant submits a plan specifying the number and size of poles to be erected and their proposed locations;
         (.2)   The plan has been approved by the Department of Public Property and the Department of Streets;
         (.3)   The applicant pays an application fee of ten dollars ($10) per pole, which shall entitle the applicant to a license for the year in which the pole is erected; 601
         (.4)   The applicant agrees that the Department of Public Property shall have access to portions of each pole for installation of the City's communication facilities.
   (3)   Fees.
      (a)   The annual fee for each pole is one dollar and fifty cents ($1.50). 602
      (b)   The owner of poles erected pursuant to the provisions of this Section shall, before the first Monday of January of each year, apply to the Department of Licenses and Inspections for a license to maintain all poles erected prior thereto. Such license shall be effective until the first Monday of the following year. 603
   (4)   Maintenance of Poles.
      (a)   No pole shall be maintained which is found to be defective or dangerous, as determined by the Department of Public Property.
      (b)   Every pole shall be labeled with the name or initials of its owner and an identifying number. 604
