No person, corporation, partnership or any other association whatsoever shall connect with the water line in Hauserman Road until he or it has paid to the Brookpark Hauserman Development Company the sum of twenty-six dollars ($26,00) for each front foot for each sublot connected with the water line. Such amount is hereby determined and found to be a reimbursement of a proportionate portion of the cost expended by such company in constructing the water line in Hauserman Road of sufficient capacity and with sufficient curb connections available for the use of properties other than those owned by such company.

Whoever violates any of the provisions of Section 943.01 shall be fined not more than one thousand dollars ($1,000).
