All persons wishing to construct, operate, maintain, reconstruct and/or rebuild a telecommunications network used to provide telecommunications services to residents, businesses or other premises within the City, or through the City to service other municipalities, shall be required to obtain a telecommunications right-of-way permit from the Director of Public Service in the form as set forth in and consistent with the requirements of this chapter.
