This chapter shall be governed in all respects, including validity, interpretation and effect, and construed, in accordance with the laws of the State of Ohio, as applicable to contracts entered into and to be performed entirely within Ohio. For the purposes of the rights granted herein, any permit granted hereunder shall be deemed to be a license.
