§ 92.078 PERMIT APPLICATION; TRANSFER PROHIBITED.
   Application for a permit shall be made in writing at least 21 days in advance of the date of the display and action shall be taken on the application within 10 days after the application is made. After this privilege shall have been granted, sale, possession, use, and distribution of fireworks for the display shall be lawful for that purpose only. No permit granted hereunder shall be transferable.

§ 92.079 RESPONSIBLE PERSON; CONDUCT AND LOCATION.
   Every display of fireworks permitted by this subchapter shall be handled by a competent individual designated by the Mayor and City Council and shall be of such a character and so located, discharged, or fired, as not to be hazardous to property or endanger any person or persons.

§ 92.080 STORAGE OF TNT OR NITROGLYCERINE.
   It shall be unlawful to keep or store any nitroglycerine or the explosive commonly known as TNT in the city in any quantities, except for medicinal purposes or laboratory purposes; and for these purposes no more than 0.25 ounce shall be stored in any 1 building or premises.

§ 92.081 EXPLOSIVES USE; PERMIT REQUIRED.
   (A)   It shall be unlawful for any person to use any explosives in connection with any construction, repair, demolition, or excavation work without first securing a permit therefor.
   (B)   Applications for permits to use explosives must be secured from the City Clerk and shall state the nature of the work, the location where the work is to be done, and the amount of explosives intended to be used in that work.

§ 92.082 EXPLOSIVES STORAGE RULES.
   All explosives must be stored or kept in accordance with the rules of the State Department of Mines and Minerals.

BUILDINGS FOR PUBLIC USE
§ 92.095 DUTIES OF RESPONSIBLE PERSON.
   The owner, agent, occupant, or person charged with the custody of any public building, auditorium, hotel, theater, lodge hall, or church, and in the case of schools, the president of the board of education or the person in charge thereof and owning the same, shall be held liable for the equipping and maintenance of such apparatus as is required in this subchapter for the maintenance and safety of all exits, stairs, doors, windows, or passageways.
