It shall be unlawful to plant any tree or bush in any public street or parkway or other public place without having first secured a permit therefor. Applications for permits shall be made to the City Clerk and shall be referred by him or her to the City Council. All trees and shrubs so planted shall be placed subject to the direction and approval of the City Council.

It shall be unlawful for any person to plant or cause to be planted in any parkway within the city, any tree or shrub less than 3 feet from the outer line of the sidewalk. No tree shall be planted in parkways or streets at a distance less than 8 feet from any sidewalk or intersecting street or alley, and no shrub shall be planted in any parkway or any street at a distance less than 25 feet from any crosswalk or intersecting street or alley.
