It shall be unlawful to sell, store, discharge, or set off any fireworks in the city, except to give a pyrotechnic display in connection with public exhibitions as provided in this subchapter.

No public exhibition of fireworks or pyrotechnics shall be given unless a permit therefor is first secured from the Mayor and the City Council. All public displays shall be under the supervision of a competent person and shall be superintended by the Chief of Police or some other member of the Police Department assigned this duty by him or her.

Permits may be granted pursuant to this subchapter to any groups of 3 or more adult individuals applying therefor. No permit shall be required, under the provisions of this subchapter, for supervised public displays by state or county fair associations.

Application for a permit shall be made in writing at least 21 days in advance of the date of the display and action shall be taken on the application within 10 days after the application is made. After this privilege shall have been granted, sale, possession, use, and distribution of fireworks for the display shall be lawful for that purpose only. No permit granted hereunder shall be transferable.

Every display of fireworks permitted by this subchapter shall be handled by a competent individual designated by the Mayor and City Council and shall be of such a character and so located, discharged, or fired, as not to be hazardous to property or endanger any person or persons.

It shall be unlawful to keep or store any nitroglycerine or the explosive commonly known as TNT in the city in any quantities, except for medicinal purposes or laboratory purposes; and for these purposes no more than 0.25 ounce shall be stored in any 1 building or premises.

(A) It shall be unlawful for any person to use any explosives in connection with any construction, repair, demolition, or excavation work without first securing a permit therefor.
(B) Applications for permits to use explosives must be secured from the City Clerk and shall state the nature of the work, the location where the work is to be done, and the amount of explosives intended to be used in that work.
