OPERATING RESTRICTIONS; LICENSING
It shall be unlawful for any person to operate any motor vehicle upon any street in the city without first having complied with the state operator’s licensing law.

It shall be unlawful for the habitual user of narcotic drugs to operate any motor vehicle on any street; and it shall be unlawful for any intoxicated person, or any person under the influence of alcohol or of a narcotic drug, to operate or attempt to operate any motor vehicle on any street.

(A) The driver of any vehicle involved in an accident resulting in injury to or death of any person shall immediately stop that vehicle at the scene of the accident or as close thereto as possible and shall then forthwith return to, and in every event shall remain at, the scene of the accident until he or she has fulfilled the requirements of the Illinois Vehicle Code. Every stop required by this division shall be made without obstructing traffic more than is necessary.
(B) Any person who has failed to stop or to comply with the requirements of the preceding division shall, within 48 hours after the accident or, if hospitalized and incapacitated from reporting at any time during that period, within 48 hours after being discharged from the hospital, report the place of accident, the date, the approximate time, his or her name, address, the registration number of the vehicle driven, and the names of the occupants, if any, of that vehicle, at the police station. No report made as required under this division shall be used, directly or indirectly, as a basis for the prosecution of any violation of division (A) of this section.

SPEED RESTRICTIONS
(A) It shall be unlawful to drive any motor vehicle on any street in the city at a speed in excess of 30 miles an hour, or 20 miles an hour in a school zone as provided by statute.
(B) If the City Council by ordinance sets other limits except school zones as provided by statute after an engineering or traffic survey, then those limits shall govern the rate of speed on the streets indicated in the ordinance. The Chief of Police shall post appropriate signs showing speed limits.

The speed of all vehicles of the second division, as defined by Chapter 625, Act 5, § 5-217, having 2 or more solid tires, shall not exceed 10 miles per hour.
