It shall be unlawful for any person to address or attempt to address any regular or special meeting of the Council excepting upon the consent of the Mayor or with the consent of a majority of the members present.

It shall be unlawful to disturb or interrupt any regular or special meeting of the Council; any person violating any provision of this section shall be subject to penalties as provided in § 31.999 of this code and may be summarily ejected from the Council room and City Hall.

(A) The following order of business shall govern proceedings of the City Council.
(B) A quorum being present, the Council shall proceed to transact the business before it in the following manner, unless the same be temporarily suspended by unanimous consent:
(1) Call to order;
(2) Roll call of members;
(3) Devotional exercises;
(4) Reading of minutes of preceding meeting or meetings;
(5) Petitions and communications;
(6) Preparation of bills;
(7) Reports of officers;
(8) Reports of department heads and Commissioners;
(9) Reports of special committees;
(10) Unfinished business; and
(11) Miscellaneous or new business.
