COUNCIL MEETINGS
(A) The regular meetings of the City Council shall be held on the second and fourth Mondays of each month at 6:30 p.m. in the Council room of City Hall; provided, that if a meeting date should occur on any date declared by the state to be a holiday, the meeting may be moved by the City Council to the next secular day following.
(B) At the last meeting of the fiscal year, the City Council shall prepare a schedule showing all of its proposed regular meetings for the next fiscal year. The schedule shall state the regular dates, times, and places of the proposed regular meetings of the City Council.
(C) The schedule shall, by the first of the fiscal year which it represents, be posted on the door of the Council room of City Hall.
(D) The City Council shall provide copies of any schedule of meetings required by this section to any local newspaper of local circulation or to any local radio or television station that has filed an annual request for that notice.

(A) Special meetings of the Council may be called by the Mayor or any 2 Commissioners upon a 48-hour notice to every member of the Council; provided that the requirement of a notice shall be binding in any special meeting at which all of the members of the Council are present, as is provided by statute. Notice of the special meeting and the agenda must be posted 48 hours prior to a special, rescheduled regular, or reconvened meeting. Ten day notice is required for changes to regular meeting dates.
(B) The notices may be served by any member of the Police Department or by any other person in the city; and it shall be the duty of the City Clerk when given copies of the notices to serve the same or cause the same to be served immediately.
(C) Public notice of a special, rescheduled regular, or reconvened meeting shall be given at least 48 hours prior to the meeting by posting the notice and agenda.
(D) A notice of special meetings shall be provided to any news medium that has filed an annual request for that notice.

It shall be unlawful for any person to address or attempt to address any regular or special meeting of the Council excepting upon the consent of the Mayor or with the consent of a majority of the members present.
