9-1B-10: WATER METERS:
   A.   Installation On Unmetered Service Lines: The department may at any time require the installation of a water meter on an unmetered service line. The fee for such installation amounting to actual labor and material and cost shall be paid by the customer. Where water is now supplied to more than one building through a single service line, the department, at its discretion may require the rearranging of the piping system to provide for separate metering. In such case, the rearrangement of piping shall be done by the customer, and the fee for meter installation, based on actual material and labor costs of the installation, shall be paid by the customer.    B.   Ownership Of Meters: All water meters installed pursuant to the requirements of this article shall be and become the property of the City. (Ord. 853, 8-29-2007)
9-1B-11: RESPONSIBILITY FOR PROTECTION OF CITY PROPERTY:
It shall be the responsibility of each customer to protect the water meter service line and shutoff device inside customer's building from damage due to frost. All such equipment, either inside or outside, must be protected by the customer from damage from backup hot water or steam. Any repair costs from such damage suffered by the City due to negligence of the customer shall be charged to the customer on his regular bill and shall constitute a charge for water service. 9-1B-12: WATER SUPPLY PROTECTION; CROSS CONNECTIONS PROHIBITED:
The installation or maintenance of cross connections between pipelines connected directly or indirectly to the City water distribution system or any other source of water supply is prohibited. (1973 Code § 13.12.140)
9-1B-13: OWNERSHIP, MAINTENANCE AND TESTING OF EQUIPMENT:
   A.   Ownership Vested In City: All water mains, valves, service lines and stopcocks up to the point of delivery and water meters shall be the property of the City and shall be under the exclusive control of the department. (1973 Code § 13.24.010)
   B.   Maintenance By Department: It shall be the exclusive responsibility of the City to maintain, repair or replace any water main, hydrant, valve, City owned service line, City owned stopcock or water meter. (1973 Code § 13.24.020)
   C.   Meter Tests: The Water Department will, at the City's expense, make periodic tests and inspection of meters in order to maintain a high standard of accuracy. When a test of the water meter is requested by a customer, the customer shall make a deposit as set by resolution of the Mayor and City Council before such test is made. If the test discloses an error of three percent (3%) or less, no adjustment in the bills will be made and the deposit will be maintained as such charge as set by resolution of the Mayor and City Council for the test. If the test discloses an error in excess of three percent (3%), a correction will be made in the billing for the previous billing period; but no charge will be made for the test and the deposit will be refunded. 9-1B-14: INSPECTIONS:
   A.   Right Of Entry: The duly authorized and properly identified employees of the department shall have the right, but shall not be obligated to inspect the water supply, piping and plumbing at any customer's premises before or after water service is turned on.
   B.   Refusal Or Discontinuance Of Service: Service may be refused or discontinued when such piping or plumbing is not in conformance with the applicable City ordinance.
   C.   Nonliability Of City: Such inspection or failure to inspect or failure to refuse or discontinue service shall not render the City liable or responsible for any loss, damage or injury resulting from any defects in the piping or plumbing. (1973 Code § 13.12.150)
9-1B-15: RIGHT OF ACCESS:
The duly authorized and properly identified employees of the department shall have access to the customer's premises at all reasonable times for the purposes of inspecting water supply, piping and plumbing; inspection, testing or repairing Water Department equipment and for reading water meters. (1973 Code § 13.12.160)
