(A) The meter installation shall normally be located outdoors near the property line and installed in a meter enclosure pit to be furnished by the utility.
(B) At option of the utility, the meter may be located indoors at a suitable location to be provided by the consumer. If installed indoors, the utility reserves the right to install an outdoor remote meter reading device, the cost of which shall be added to the applicable tap and service line charge specified in § 53.090.
(C) All meters shall be located so that the meter will not be subject to freezing under normal water use conditions of the consumer. Any freezing of meter due to the premises being unoccupied shall be the responsibility of the property owner. See also §§ 53.006(F), 53.007(J), (K) and (L). See § 53.007(D) for further details as to freezing responsibilities.
(D) To the extent required and depending upon whether the meter is installed indoors or outdoors, the utility shall furnish, install, maintain and own the meter, meter housing (if installed outdoors), curb shut-off box, meter mounting yoke, the meter itself and accessory equipment. See also §§ 53.006 and 53.007. For new extensions, see §§ 53.003, 53.004, and 53.014.
(E) Before the meter installation and service line tap is made, the consumer shall make the advance deposit specified under § 53.090.
