§ 53.007 CONSUMER'S INSTALLATION.
   (A)   As previously defined, the consumer shall be considered the same as “property owner”.
   (B)   The property owner shall install, own, operate and maintain at his or her expense the service line extending from the property owner's building to the point of connection with the utility's meter installation or the curb box of the utility. The point of connection for outdoor meters will usually be at the meter outlet connection. For the property owner's responsibility's to replace water service lines, see § 53.006(C).
   (C)   Under § 53.005, the meter will normally be installed outdoors but may, at option of the utility, be installed indoors at a suitable location to be specified by the utility. If in such an event the utility elects to install an outdoor remote meter reading device, the cost of same shall be added to the tap charges specified in § 53.090.
   (D)   (1)   Unless otherwise specified by the utility, all service lines shall be located in front of the building or premises to be served. To protect against freezing, all service lines shall have not less than 48 inches of cover and shall be located so as to avoid driveways, large trees or other obstructions.
      (2)   Except as provided below, the property owner has the responsibility of protecting the service line from freezing and at his or her expense.
      (3)   Where inadequate coverage of the service line or connections exist because of change of grade by the village or conditions beyond the property owner's control and freezing of the service line occurs, the Village Administrator shall recognize this as a special situation and the Village Administrator will make an equitable adjustment to compensate the property owner for any expense caused through no fault of the property owner.
   (E)   The location and installation of the service line to be installed by the property owner shall be approved by the utility before work is commenced.
   (F)   Only employees of the utility are permitted to make taps and connections of service lines to water mains except as provided in § 53.006(D).
   (G)   The utility reserves the right to refuse service or to discontinue service after once established whenever the property owner's installation is of such nature that it would jeopardize, contaminate or otherwise affect the service to other consumer's. See also § 53.009(A), Use of Water Service.
   (H)   The property owner's installation shall conform to these rules and regulations and to the plumbing code of the governmental authority having jurisdiction over same. Water service shall not be established by the utility until the consumer's piping installation is inspected and approved by the utility.
   (I)   (1)   A main shut-off valve shall be installed by the property owner within the building served so that the entire water supply can be shut off in the event of trouble to the property owner's piping system. The location of the main shut-off valve shall be specified by the utility and such valve shall be installed before service is established.
      (2)   If water service has been disconnected and if such a main shut-off valve is not installed within the building, the utility reserves the right to refuse to reconnect the water service until the consumer installs such a main shut-off water valve.
   (J)   (1)   The property owner shall install an adequate number of valves and drain valves and his or her piping so arranged that all water can be drained and valves left open so as to prevent freezing of the utility's meter.
      (2)   Whenever the premises are unoccupied, it shall be the responsibility of the property owner to see that all piping is drained and that utility's meter is not damaged by freezing.
   (K)   The utility reserves the right to require the property owner to install in his or her water piping system a suitable check valve, the installation of which shall be approved by the utility, so as to prevent hot water or excessive pressures of originating on the property owner's premises from entering the utility's system.
   (L)   If the utility's meter is damaged by freezing, hot water, steam, rough use, or any cause other than natural wear and usage, the property owner shall pay the cost of the repairs. The amount of such charges shall be placed upon the water bill of the property owner for the succeeding month and shall be due and payable within the time provided for the payment of the property owner's regular water bill, and the water service shall be subject to disconnection for nonpayment of the bill as further provided in § 52.56.
   (M)   The enlarging, moving or relocation of any water main, service line, meter setting or other water system appurtenances at the request of the property owner, consumer or other individuals shall be paid for by the person requesting the move. In such an event, a suitable advance deposit shall be made which shall be adequate to cover all of the costs involved as estimated by the utility.
   (N)   (1)   In order to avoid possible contamination of the utility's water supply, under no condition will any cross-connections be permitted between any of piping of the property owner or the consumer and any foreign source of water supply or drainage. See §§ 53.060 et seq. for cross-connection control regulations.
      (2)   When any such cross-connections exist, the utility reserves the right to immediately shut off, without notice, its water service to the property owner or consumer involved, in which event service will not be re-established until the condition, at the property owner's expense, is corrected to conform to the utility's standards and specifications.
   (O)   No person without a written permit from the utility is allowed to turn a stop cock, hydrant or valve except as may be specified in the utility's rules governing plumbers; also members of the Fire Department in the performance of their duties.
   (P)   In case trouble occurs between the main and curb cock or in the meter, the Water Department should be called. If the trouble is in building piping system, the building main shut off valve should be turned off by the consumer and a plumber called to correct the trouble. If the trouble is in the service line, the curb cock should be shut off at the curb box.
