§ 53.006 UTILITY'S INSTALLATION.
   (A)   The utility will make and install the necessary water service tap as provided for in § 53.004 of this chapter and after the required “advance deposit” has been made, as specified in § 53.090.
   (B)   The utility shall not be required to furnish service to the consumer until after a reasonable period of time after the application has been accepted by an authorized agent of the utility.
   (C)   (1)   The utility will operate and maintain at its expense the service line and appurtenances extending from the main to and including the curb cock and box, and also the meter installation.
      (2)   All meter and other repairs due to the consumer's negligence shall be paid by the consumer.
      (3)   In the event the utility determines it necessary to replace an existing iron service water line, it shall be replaced with a copper or other approved material service line of adequate capacity at the expense of the property owner. The replacement shall extend from the utility's water main to the meter. This installation expense to be paid for by the property owner shall include all excavating, backfilling, service line and appurtenances, the street repairs caused by the replacement plus all labor and overhead involved. In no case will the utility maintain, operate or repair any water service line and related appurtenances located on private property.
   (D)   No person other than an employee of the Water Department shall tap water mains or extend a service in the street from the main to the curb; provided, however, that where a developer is making a number of taps, the utility may, in its discretion, permit the developer to make his or her own taps; provided, such taps are made in accordance with the utility's specifications.
   (E)   All service lines from the main to the curb cock shall be of not less than 0.75 inches inside diameter of Type K soft copper pipe or other suitable material approved by the Water Department. The size of all service lines shall be specified by the utility.
   (F)   Normal maintenance and repair of the meter will be done by Water Department at its expense. However, the cost of extraordinary maintenance and repairs caused by freezing, backup of hot water through meter or by other negligence caused by the consumer shall be paid for by the property owner. Such cost shall be the utility's total cost of all materials (including replacement of meter if necessary), labor, insurance, transportation and other properly chargeable expense.
