§ 53.003 APPLICATION FOR SERVICE OUTSIDE CORPORATE LIMITS.
   (A)   No extensions of the utility's water distribution system (including new water taps to existing lines) shall be made except to areas already annexed to the village and therefore are already located within the village corporate limits except as follows: the village may at its option and by written authorization permit a water tap to be made on its main water supply transmission line that extends from Port Clinton's water distribution system to Oak Harbor. Such water shall be made only by the village or its approved contractor and shall be installed in conformance to village's construction and installation standards.
   (B)   Electric service shall be furnished by the village. No new water service connections will be made except where the village supplies all of the energy requirements of the premises involved.
   (C)   Applicants shall pay the entire cost of all installations, including tap charge, valves, fire hydrants, right-of-way, insurance and all other related costs. For other service requirements, see § 53.014.
   (D)   No annexation petitions will be considered unless title and ownership of all water distribution facilities plus adequate right-of-way easements have previously, by means of a proper bill of sale and the like, been conveyed to the village prior to the establishment of any water service.
   (E)   All water mains, service lines and appurtenances up to and including the shut-off valve located near the property line of the applicant shall be owned, operated and maintained by the village.
