1064.02 PERMIT ISSUANCE AND DENIAL.
   Permits for the use and rental of the Council Chambers or part thereof on any given day shall be issued to the person or organization who or which first applies for use and rental on such day. However, any application may be denied and a permit for use and rental may be refused if the use of City Hall or any substantial portion thereof will be required, on the day for which use and rental is sought, by Council or any other official City group, organization or committee. This excludes the Council committee room unless authorized by Council.

1064.03 GROUNDS FOR REJECTION OF APPLICATIONS.
   The Mayor may reject any application if he or she believes, in good faith, that the purposes for which the premises are sought to be used and rented are illegal or immoral, or that the use and occupancy of such premises by the applicant will result in excessive noise or destruction of real or personal property in or about such premises, or otherwise be detrimental to the health, safety and welfare of the inhabitants of the City, or that the event for which the Council Chambers are sought is of a personal nature.

1064.04 DELEGATION OF DUTIES.
   The Mayor may delegate the duties herein provided to be performed by him or her, after confirmation by Council, to the custodian or other person or official of the City having charge of the City Hall building.

1064.05 ALCOHOLIC BEVERAGES.
   No alcoholic or other intoxicating beverages shall be sold, dispensed, given away, served or consumed in or upon City Hall premises or the surrounding grounds. The sale, dispensation, giving away, serving or use of any such beverages shall be grounds for immediate revocation of a permit previously issued to any person or organization for the use of the premises, unless it appears that beverages have been sold, dispensed, given away, served or consumed without his or her or its knowledge and consent, and shall also be grounds for the refusal of applications for use and rental of the City Hall or portions thereof by such person or organization in the future.

1064.06 PERMIT FEES.
   Fees for permits for use and rental of the Council Chambers in the City Hall building shall be as set forth in Chapter 214 of the Administration Code. Payment shall be made to the Mayor's office by the applicant when the application for use and rental is made.
1064.07 USE REGULATIONS.
   (a)   Applications for use of facilities shall be made at least two weeks prior to the date of the desired use. This two-week application period may be waived by the Mayor in case of emergency.
   (b)   All facilities are expected to receive reasonable treatment and be left in good condition. An additional charge will be made if facilities are mistreated or need additional cleaning.
   (c)   Applicants granted permission to use the building shall arrange with the Mayor's office for an appropriate time for decorating and shall secure approval of the method of fastening if permission is granted.
   (d)   Responsible adult representatives of the organizations shall be present at all times and shall inform the custodian or the Police Department when leaving that their entire group has gone.
   (e)   The right to reject any or all applications is reserved.
   (f)   Fire and safety regulations will be strictly followed. In case of doubt about a specific regulation, the custodian or the Police Department shall be consulted.
   (g)   No property shall be removed from the building except by written permission from the Mayor or his or her delegated authority, checked by the custodian or police officer on duty.
   (h)   Meetings shall be terminated before 12:00 midnight and all lights shall be turned out.
   (i)   A roster membership must be presented before the first meeting of each year.
   (j)   An applicant may not apply for a duration of more than six months at any one time.

1064.99 PENALTY.
   Whoever violates or fails to comply with any of the provisions of this chapter is guilty of a minor misdemeanor. Whoever is convicted of or pleads guilty to a misdemeanor, or minor misdemeanor shall be sentenced in accordance with Section 698.02. A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues.
