The Mayor is hereby authorized from time to time, upon written application therefor in such form as is prescribed, to permit the use and rental of the Council Chambers and such other portions of City Hall as in his or her opinion may be available for use and required by the applicant on the day requested by such applicant, upon the terms and conditions hereinafter set forth.
