A Local Law in relation to the grace period for payment without interest of the first installment of real property tax for the fiscal year of the city commencing on July 1, 1992.
Be it enacted by the Council as follows:
Section 1.
(a) Notwithstanding any contrary provision of subdivision f or k of section 11-224 of the administrative code of the city of New York or of any other law, with respect to real property described in paragraph b of subdivision 4 of section 1519 of the city charter, if the first installment of real property tax for the fiscal year of the city commencing on July 1, 1992, which is due and payable on July 1, 1992, is not paid on or before July 17, 1992, the commissioner of finance shall charge, receive and collect interest upon the amount of such installment not paid on or before such date, to be calculated from July 1, 1992 to the date of payment.
(b) Notwithstanding any contrary provision of subdivision f or k of section 11-224 of the administrative code of the city of New York or of any other law, with respect to any real property other than real property described in subdivision (a) of this section, if the first installment of real property tax for the fiscal year of the city commencing on July 1, 1992, which is due and payable on July 1, 1992, is not paid on or before July 31, 1992, the commissioner of finance shall charge, receive and collect interest upon the amount of such installment not paid on or before such date, to be calculated from July 1, 1992 to the date of payment.
§ 2. This local law shall take effect immediately and shall be deemed to have been in full force and effect on July 1, 1992.

A Local Law to repeal subchapter 5 of chapter 2 of title 20 of the administrative code of the city of New York, in relation to public shooting galleries
Be it enacted by the Council as follows:

§ 2. Notwithstanding any other provision of law, any public shooting gallery license issued by the commissioner of consumer affairs prior to the effective date of this local law shall become null and void and be of no further effect as of the effective date of this local law. Notwithstanding any other provision of law, if the holder of such public shooting gallery license surrenders the license within 60 days after the effective date of this local law to the department of consumer affairs, such holder may receive a refund of an amount equal to the fee for the public shooting gallery license prorated to the unexpired portion of the public shooting gallery license term.
§ 3. No action or proceeding, civil or criminal, pending at the time when this local law shall take effect shall be affected or abated by the adoption of this local law or by anything contained herein and all such actions or proceedings may be continued notwithstanding the adoption of this local law.
§ 4. This local law shall take effect immediately.

A Local Law to repeal subchapter 3 of chapter 4 of title 20 of the administrative code of the city of New York, in relation to solid fuel dealers and weighmasters
Be it enacted by the Council as follows:

§ 2. Notwithstanding any other provision of law, any solid fuel dealer license, solid fuel transportation vehicle license or weighmaster license issued by the commissioner of consumer affairs prior to the effective date of this local law shall become null and void and be of no further effect as of the effective date of this local law. Notwithstanding any other provision of law, if the holder of a solid fuel dealer license or weighmaster license surrenders the license within 60 days after the effective date of this local law to the department of consumer affairs, such holder may receive a refund of an amount equal to the fee for a solid fuel dealer license or weighmaster license prorated to the unexpired portion of such license term. Notwithstanding any other provision of law, if the holder of a solid fuel transportation vehicle license surrenders the license and the metal plate issued by the commissioner of consumer affairs for each such licensed vehicle within 60 days after the effective date of this local law to the department of consumer affairs, such holder may receive a refund of an amount equal to the fee for the solid fuel transportation vehicle license prorated to the unexpired portion of such license term.
§ 3. No action or proceeding, civil or criminal, pending at the time when this local law shall take effect shall be affected or abated by the adoption of this local law or by anything contained herein and all such actions or proceedings may be continued notwithstanding the adoption of this local law.
§ 4. This local law shall take effect immediately.

§ 2. Notwithstanding any other provision of law, any public cart license issued by the commissioner of consumer affairs prior to the effective date of this local law shall become null and void and be of no further effect as of the effective date of this local law. Notwithstanding any other provision of law, if the holder of such public cart license surrenders the license and any license plate issued to him or her for a public cart within 60 days after the effective date of this local law to the department of consumer affairs, such holder may receive a refund of an amount equal to the fee for the public cart license and any fee paid for a public cart license plate prorated to the unexpired portion or portions of the public cart license term and the public cart license plate terms, respectively.
§ 3. No action or proceeding, civil or criminal, pending at the time when this local law shall take effect shall be affected or abated by the adoption of this local law or by anything contained herein and all such actions or proceedings may be continued notwithstanding the adoption of this local law.
§ 4. This local law shall take effect immediately.

Notwithstanding any other provision of law, any license issued by the commissioner of consumer affairs to a theater for the admission of unaccompanied children prior to the effective date of this local law shall become null and void and be of no further effect as of the effective date of this local law. Notwithstanding any other provision of law, if the holder of such license surrenders the license within 60 days after the effective date of this local law to the department of consumer affairs, such holder may receive a refund of an amount equal to the fee for the license prorated to the unexpired portion of the license term.
§ 3. No action or proceeding, civil or criminal, pending at the time when this local law shall take effect shall be affected or abated by the adoption of this local law or by anything contained herein and all such actions or proceedings may be continued notwithstanding the adoption of this local law.

Be it enacted by the Council as follows:

§ 2. Notwithstanding any other provision of law, any junk dealer license issued by the commissioner of consumer affairs prior to the effective date of this local law shall become null and void and be of no further effect as of the effective date of this local law. Notwithstanding any other provision of law, if the holder of such junk dealer license surrenders the license and any and all license plates issued to him or her for junk carts within 60 days after the effective date of this local law to the department of consumer affairs, such holder may receive a refund of an amount equal to the fee for the junk dealer license and any fee or fees paid for junk cart license plates prorated to the unexpired portion or portions of the junk dealer license term and the junk cart license plate terms, respectively.
§ 3. No action or proceeding, civil or criminal, pending at the time when this local law shall take effect shall be affected or abated by the adoption of this local law or by anything contained herein and all such actions or proceedings may be continued notwithstanding the adoption of this local law.
§ 4. This local law shall take effect immediately.
