2.48.035 Special meetings.
   Special meetings may be called by the chairperson or majority of commission members on twenty-four (24) hour notice, as set forth in Section 54956 of the Government Code of the State of California. Only matters contained in the notice may be considered.

2.48.040 Absence from meetings.
   Absences are addressed in Section 2.32.020.B. of the Murrieta Municipal Code.

2.48.050 Organization and records.
   The traffic commission shall elect a chair and vice-chair from among its members at its first regular meeting in February of each year. The commission shall adopt rules and regulations for the transaction of its business and shall cause proper records to be kept of all its official acts and proceedings including minutes, resolutions, actions, findings and determinations. Minutes, resolutions and recommendations shall be filed with the city clerk with copies to the city manager who shall cause appropriate reports to be made to the city council.

2.48.060 Duties.
   The traffic commission shall have the following duties:
   A.   Advise the city council on traffic issues including automobiles, public transit, pedestrians and individual wheeled transportation aids such as bicycles, scooters and wheelchairs;
   B.   Annually provide the city council an updated priority list of projects that reflect the Circulation Element goals of the General Plan;
   C.   Review city studies related to speed limits and make recommendations to the city council;
   D.   Exercise decision-making authority over and conduct periodic reviews of the Neighborhood Traffic Management Program (NTMP), including traffic management measures to be implemented and authorization of NTMP funds;
   E.   Provide review and advice to city council concerning proposals involving public transit issues;
   F.   Exercise decision-making authority and allocation of funds for priority signal ranking;
   G.   For activities within the public right-of-way not subject to administrative permit procedures, such as encroachments, provide advice to the city council;
   H.   Advise the city council on traffic management issues which require approval by the city council including, but not limited to, traffic circulation matters, such as traffic light synchronization, special traffic studies, and special parking studies; and
   I.   Act as an advisory board for city staff regarding landscaped median improvement projects within the public right-of-way.
Any final decision of the traffic commission shall be appealable to the city council as provided in Chapter 2.28, Administrative Appeals, of this code.

2.48.070 Compensation and expenses.
   All members of the traffic commission shall serve without compensation. The city council may from time to time authorize, in advance, expenditures for attendance at seminars, institutes or other meetings which the city council finds to be beneficial to the members in the performance of their duties and in the best interests of the city. Claims for such expenses shall be filed with the finance director and are subject to audit and approval by the city council.
