2.38.010 Library system established.
   The city does establish and will provide for the Murrieta public library system and adopts the provisions of an act of the legislature of the state of California entitled "Municipal Libraries" as set forth in Education Code Section 18900 et seq. regarding the regulation and maintenance of a public library system.

2.38.020 Board appointment, term and compensation.
   The public library system shall be managed by a library board, consisting of five members, who shall be appointed by the mayor with the consent of the city council. Board members shall severally hold office for three years. The first board members appointed shall classify themselves by lot so that one of their number shall be out of office at the end of the current fiscal year, two at the end of one year thereafter, and two at the end of two years thereafter. Vacancies that may occur in said board shall be filled by appointment of the mayor with the city council's consent. Board members shall serve without compensation. Necessary expenses incurred by them may be paid by the city in the manner provided by the city council.

2.38.030 Board meetings.
   The library board shall meet at least once a month at such times and places as they may fix by resolution. Special meetings may be called at any time by the board president or by three members, provided notice has been given to all members at least twenty-four (24) hours in advance. A majority of the board shall constitute a quorum for the transaction of business. It shall cause a proper record of all its proceedings to be kept.
