A. Appointment. There is created a planning commission for the city. The powers and duties of such commission shall be as provided by this code and the planning, zoning and development laws of the State of California (currently G.C. 65100-65107).
B. Members. The planning commission shall consist of five (5) members plus up to two alternate members. Members of the planning commission shall be appointed by the city council in accordance with Chapter 2.32 of the Murrieta Municipal Code.
C. Alternate member(s). Alternate member(s) will be selected by the city council and membership status is in accordance with Chapter 2.32 of the Murrieta Municipal Code.
D. Compensation. All members serve without compensation.
E. Term. The terms of the commission members and the alternate member(s) shall be four years and implemented pursuant to Chapter 2.32 of the Murrieta Municipal Code.
F. Removal. The city council may remove commission members at any time, with or without cause, by a vote of the city council. (Ord. 532 § 1, 2018; Ord. 422 § 1, 2009; Ord. 3 § 1 (part), 1991; prior code § 2.18.010)
All planning commission applicants must be residents of the city and should have knowledge, appreciation and comprehension of public issues and concerns related to the city as would be expected of a person who has resided in the city for at least three (3) years.

The primary purpose of the planning commission is to focus on the physical environment within the city. The commission conducts public hearings and makes decisions and/or recommendations about development on behalf of the city council. The planning commission makes recommendations to the city council on general plan amendments, specific plans and zone changes.
