ARTICLE I. GENERAL PROVISIONS
3.10.010: PURPOSE:
The purpose of this chapter is to provide for the fair and equitable treatment of all persons involved in public purchasing by the City, to maximize the purchasing value of public funds in procurement, to provide safeguards for maintaining a procurement system of quality and integrity, and to foster transparency and effective broad-based competition.
