Every agreement modification, change order, or agreement price adjustment in excess of the lesser of five percent (5%) or ten thousand dollars ($10,000.00) under a construction agreement with the City shall be subject to prior approval by the purchasing agent and the Director of Finance and Administration, after receiving a report from the responsible department director as to the effect of the agreement modification, change order, or agreement price adjustment on the total project budget or the total agreement budget.
