4-1-1: ADOPTION OF CODES:
The following listed codes are hereby adopted as the building codes for the city for the control of buildings and structures as herein provided, and each and all regulations, provisions, conditions and terms of said codes are hereby referred to, adopted and made a part hereof as if fully set out in this chapter. Three (3) copies of each of the codes adopted in this section are on file in the office of the city clerk for public use and inspection.

International property maintenance code, 2006 edition.
International energy conservation code, 2006 edition.
International residential code, 2006 edition.

The term "building official", as used in the codes adopted in this section, shall mean the building inspector or any other officer of the city, designated by the city council, having the duty to enforce the building regulations of the city. (2010 Code)
4-1-2: PENALTY:
Any person violating any of the provisions of the codes adopted in section 4-1-1 of this chapter shall, upon conviction, be fined as provided in section 1-4-1 of this code for each offense, and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues. 4-1A-1: ADOPTION OF PLUMBING CODE:
The plumbing and fixtures installed in any building in the city must be installed to comply with the state plumbing code, promulgated by the state department of public health, which is hereby adopted as the standard of specifications for plumbing. It shall be unlawful to install any plumbing or fixtures which do not comply with the said regulations. (1967 Code § 14.104)
The plumbing inspector shall keep on file in his office three (3) copies of the state plumbing code, which shall be available for inspection. (1967 Code § 14.106; amd. 2010 Code)
4-1A-2: PERMIT REQUIRED; APPLICATION:
No plumbing shall be installed in any place in the city unless a permit therefor is first obtained. Applications for such permits shall be made to the clerk and shall state thereon the name of the person or contractor intended to have charge of the installation, and the nature and extent of the proposed installation. (1967 Code § 14.101)
4-1A-3: PERMIT FEE:
The fee for a permit shall be one dollar fifty cents ($1.50) for each fixture included in the system. Bathtubs, lavatories, closets, sinks, laundry tubs, drinking fountains, shower receptacles, urinals, sinks, soda fountains and traps shall be considered fixtures. (1967 Code § 14.102)
4-1A-4: EXPOSURE FOR INSPECTION:
In all buildings hereafter erected, both public and private, and in all buildings already built or erected wherein any plumbing is hereafter installed or wherein any sewer or connection pipe shall be hereafter repaired or changed, except for minor repairs, on the sewer side of the trap, the drain, soil, rainwater and other pipe or pipes directly or indirectly connected into any drain, soil or waste pipe, and all traps, shall be exposed for view for inspection and test by the plumbing inspector, and shall not be covered until such test is made.
