(A) Any person who violates any provision of this chapter for which no penalty is provided shall be subject to the terms of § 10.99. Where a specific penalty is provided (e.g., parking offenses), the penalty for that offense shall be the specified penalty.
(B) (1) The minimum fine for parking in a no-parking zone or a restricted zone shall be $50. The minimum fine for parking over the time limit shall be $7.50 for the first offense and $20 for the second offense and $30 for the third offense and each subsequent offense within 365 days thereafter. The minimum fine for parking so as to obstruct traffic or leaving an unattended vehicle contrary to the provision of this chapter shall be $50. The minimum fine for parking in a private space or for parking on private property without the consent of the owner contrary to the provisions of this chapter shall be $50. The minimum fine for parking in a fire lane shall be $50. The minimum fine for parking in a space designated for the disabled without handicap registration, plates, certificates, devices, or decals shall be $350.
(2) The minimum amount of the fine for each of the aforestated offenses shall double if payment is not received by the city within 10 days of the issuance of the ticket.
(3) If payment is not received by the city within 30 days of issuance of the ticket, the city may file a complaint in the Circuit Court and seek a fine for each violation in an amount not to exceed $200 per violation, plus court costs and reasonable attorney’s fees.
(D) Any person found guilty of violating the provisions of § 72.04 or Chapter 77, Schedule I, shall be punished as provided in the Illinois Vehicle Code, ILCS Ch. 625, Act 5, § 1-100, and/or the Municipal Code of the City of Monticello.
(E) Any person found guilty of violating the provisions of § 72.15 or Chapter 77, Schedule IV, shall be punished as provided in the Illinois Vehicle Code, ILCS Ch. 625, Act 5, §§ 1-100 et seq., and/or the Municipal Code of the City of Monticello.
