§ 72.13 SNOW ROUTES.
   (A)   Snow routes declared. Certain streets within the City of Monticello, Illinois, are hereby declared to be snow routes, as set forth in Chapter 77, Schedule VI.
   (B)   Signs. Appropriate signs shall be procured, erected, and maintained, giving notice of the aforesaid snow routes, and that no citation for a violation of this section shall be issued until the signs are erected.
   (C)   Offense defined. It shall be unlawful, and it is hereby prohibited, for any person to park or leave any vehicle within the aforesaid snow routes (on either side of or in the street), except temporarily for the purpose of and while actually engaged in loading or unloading property or passengers, for a period of 6 hours after a 2-inch snowfall has accumulated on the snow routes.
   (D)   Towing. Authorization is hereby given to any law enforcement officer to cause the towing and moving of any vehicle parked or left in violation of this section to a location within the city designated by the officer. The owner of any vehicle towed or moved under the authority herein granted shall be responsible for paying all charges and expenses of storing and towing or moving the vehicle, which charges shall be paid prior to the vehicle being released to the owner.
   (E)   Definitions.  
      (1)   As used in this section, the following terms shall have the meaning ascribed to them in this section:
         PARK. The standing of a vehicle, whether occupied or not, even though the standing is only temporary.
         PERSON. Every natural person, firm, co-partnership, association, corporation, or entity.
         VEHICLE. Every device, in, upon, or by which any person or property is or may be transported or drawn upon a roadway.
      (2)   Any other term, word, or phrase used in this section, which is not defined in this division (E) and which may require a definition, shall be defined in the Illinois Vehicle Code, ILCS Ch. 625, Act 5, §§ 1-100 et seq.
