GENERAL PROVISIONS
§ 77.01 PERMIT REQUIRED FOR SIDEWALK CONSTRUCTION.
   No sidewalk of any description shall be built by any person, of any brick, wood or other material, without a written permit from the city.

§ 77.02 STREETS NOT TO BE DAMAGED.
   (A)   It shall be unlawful for any person to drag, or run, or cause to be dragged or run any harrow or other implement, engine, machine or tool upon any asphalt, bitulithic, warrenite or other type of per-manently paved street of the city which shall be liable, in any way to injury or cut the surface thereof.
   (B)   It shall also be unlawful to injure any dirt street in the same manner.

§ 77.03 MOVING OF HOUSES.
   No person shall move any house or building upon or across the public streets or sidewalks until the following procedures have been complied with:
   (A)   An application for a house moving permit must be submitted to the Zoning Officer.
   (B)   A building permit must be obtained.
   (C)   The Zoning Officer must receive approval for the moving route from the Director of Energy Services and the City Engineer.
   (D)   A moving permit must be issued and the permit fee paid. The fee shall be according to a schedule for such permits, established by the City Council and on file at the city hall, which schedule is hereby adopted as though set out in full herein.

§ 77.04 DAMAGE TO MUNICIPAL PROPERTY.
   No person shall injure, tamper with, remove or paint upon or deface any bridge, culvert, ditch and drain, sign, signpost, street light, traffic sign or bulletin board or other municipal property upon the streets and sidewalks except employees of the city in performance of their duties.

§ 77.05 CONSTRUCTION OF CONCRETE CURBS, GUTTERS OR SIDEWALKS OUTSIDE OF SUBDIVISIONS.
   In the construction of concrete curbs, gutters and sidewalks, the city will furnish the labor and will construct the curbs, gutters and sidewalks for not less than one block; provided, that the property owners in such block pay for the materials used; or pay one-half of the total cost if installed by contract. This section shall not be construed to apply to subdivisions.

§ 77.06 CONSTRUCTION OF CURB CUTS AND NEW DRIVEWAYS.
   When a curb is to be cut and a new driveway constructed, the property owner involved shall pay the entire cost of cutting the curb and constructing the new driveway, after the curb cut has been approved by the State Highway Department and the city.
